About this opportunity
The California Department of Consumer Affairs, specifically the California Acupuncture Board (CAB), is soliciting bids for statewide transcription, translation, and onsite simultaneous interpretation services through Invitation for Bid #ACUP-16-01. The procurement covers certified translation of written documents, certified onsite interpretation of oral testimony in interviews or court proceedings, and certified transcription and translation of audio recordings. Services will be performed across multiple California locations including Sacramento, Los Angeles, San Diego, Fresno, and San Francisco. All bidders must provide all three service categories, with no partial bids accepted, and must be located in the USA, preferably in California. Key requirements include having interpreters certified by the Judicial Council of California Administrative Office of the Courts or registered with English Fluency Examination certification for languages without state certification exams. The bid submission deadline is May 11, 2016 at 3:00 PM PST, with bid opening on May 12, 2016, and the contract term spanning three years from June 1, 2016 through May 31, 2019.
While Disabled Veteran Business Enterprise (DVBE) participation requirements are waived, the state offers incentives ranging from 1-5% based on participation levels. Small Business preferences of 5% are available for certified small businesses or non-small businesses subcontracting 25% to certified small businesses. All providers must be licensed in California, even for remote translation services. The maximum contract amount is $49,900, with a pricing structure that includes full and half-day rates for certified simultaneous interpretation, per-word rates for audio/video and document translation, and per-minute rates for audio/video transcription and document transcription. The current contract indicates approximately 100 hours of audio translation volume. Bidders must submit sealed envelope proposals and be prepared to attend meetings in person. The procurement emphasizes strict compliance with USA-based service delivery and requires comprehensive service capabilities across transcription, translation, and interpretation domains.
