About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for training services coordination and delivery for the School Health Program (SHP) under IFB HHS0017575, with responses due July 30, 2026, at 10:30 A.M. Central Time. A HUB Subcontracting Plan is mandatory, with a 26% Veteran Heroes United in Business (VetHUB) utilization goal; failure to submit a compliant plan results in bid disqualification and potential debarment from state contracting for up to five years.

The scope encompasses coordination, support, monitoring, implementation, and provision of leadership for professional development and technical assistance trainings across five topic areas: School Health Services, School Health Wellness Policies, Nutrition Education, Physical Activity, and Out of School Time. Deliverables include developing and delivering professional development events; offering virtual school health workshop series twice annually for Education Service Centers and school personnel; providing specialized in-depth training on school health services; furnishing continuing education unit certifications; and maintaining on-demand training options. Minimum qualifications require five years of experience working with Texas school districts plus additional experience in School Health Index/Comprehensive School Physical Activity Programs, School Health Advisory Council, or school unassigned medications. Personnel must hold degrees from accredited institutions with coursework in public health, education, health services, health promotion, or related fields and demonstrate experience developing project plans and conducting educational presentations. Bidders must provide three verifiable references for similar contracts within the last five years.

The historical annual spend is $161,855.00, provided as guideline only. The initial contract term runs September 1, 2026, through August 31, 2027, with three optional one-year renewals available through August 31, 2030, plus a possible one-year extension. Pricing must be firm and fixed for the contract life. The contractor must maintain general liability ($1 million per occurrence), professional liability ($1 million), workers' compensation, commercial auto liability ($1 million), and umbrella liability ($1 million), and conduct background checks on all personnel at contractor expense. Questions are due July 17, 2026; a courtesy HUB Subcontracting Plan review deadline is July 21, 2026. In-person bid submission is at 1100 W. 49th Street, Austin, Texas. Identified subcontracting opportunities include Dietician Services and Physical Fitness Programs.
