About this opportunity

The City of Tucson's Housing and Community Development Department is seeking a qualified contractor to provide in-person training for EPA's Lead-Based Paint Activities through a Service Agreement. The procurement specifically targets initial and refresher training courses in four critical areas: Lead Inspector, Lead Risk Assessor, Lead Abatement Worker, and Lead Supervisor training. The successful contractor must be an Environmental Protection Agency (EPA) Accredited Training Provider under the Lead-Based Paint Activities Program, capable of delivering comprehensive courses in English that cover lead hazard recognition, abatement methods, regulations, and safety practices. Training can be conducted either on-site at City-designated locations or at the contractor's facility, with course lengths ranging from 8 to 32 hours. The Request for Quote (RFQu) No. 250110 was published on April 23, 2025, with quotes due on May 13, 2025, and the contract will have an initial one-year term with options to renew for four additional one-year periods. Evaluation criteria will focus on the contractor's qualifications, experience, EPA certifications, and ability to meet specified training requirements. The contractor must provide all instructional materials, conduct tests, and issue course completion certificates.

The contract will be funded through a U.S. Department of Housing and Urban Development (HUD) Lead Hazard Reduction Grant, with a total performance period of 48 months ending February 15, 2029. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the contract is subject to HUD terms and conditions that cannot be modified or negotiated. The total payments under the agreement will not exceed $100,000, with pricing structured on a per-person basis for each training course and potential group discounts for 10 or more attendees. Contractors must comply with federal, state, and municipal regulatory mandates and demonstrate a satisfactory performance record, business integrity, and equal employment opportunity standards. The City reserves the right to reject offers, request additional documentation, and award the contract based on the most advantageous proposal. Interested vendors must carefully review all attached documents, including the HUD-5369-B instructions and the Price Page, and be prepared to provide evidence of their responsibility and capability to perform the contract successfully.
