About this opportunity

The City of St. Petersburg, Florida, through Pinellas County, is seeking qualified vendors to provide Commercial Driver's License (CDL) A and B training and testing services for up to thirty (30) city employees in 2026. The Request for Quote (RFQ) requires vendors to establish a training and testing site within Pinellas County, preferably with their own vehicles, and be capable of providing CDL training for both restricted and unrestricted A and B licenses. Vendors must submit a comprehensive proposal including a Statement of Qualifications, Narrative and Experience, Cost Breakdown, and relevant Licenses. The evaluation will focus on the vendor's ability to maintain an 85% satisfaction and passing rate, provide excellent communication, and demonstrate expertise in CDL training services. Key deadlines include a question submission deadline of November 25, 2025, and a final response deadline of December 4, 2025, at 3:00 pm, with electronic submissions required through the city's online procurement portal. The training is part of the Mayor's Future Ready Academy, which aims to connect individuals with employment opportunities and prepare them for long-term career success.

The procurement does not specify explicit set-aside designations or restrictions on responding organizations. The estimated annual expenditure for this solicitation is approximately $50,000, though the actual amount may vary. The initial contract term is one year from execution, with potential renewal for an additional term not exceeding the original contract period. If the selected vendor does not have their own training vehicles, the City will provide transportation for staff being trained. The vendor will collaborate with the city to determine onsite training locations, which may vary across departments such as Storm Water, Sanitation, and Water Resources. The city anticipates conducting CDL B classes and testing twice per year for Future Ready Cadets, with potential additional training and testing for CDL A or B licenses on an as-needed basis for other city employees. The contract will be structured as a non-exclusive agreement, allowing the City to contract with other providers if necessary.
