About this file

This is a Submittal Requirements document for the City of St. Petersburg, Florida, in partnership with Pinellas County, outlining specifications for vendors responding to a Request for Quote for Commercial Driver's License (CDL) A and B training and testing services. The city seeks to train up to thirty employees in 2026, with vendors required to establish a training and testing site within Pinellas County, preferably with their own vehicles. Responses must be submitted electronically through the city's online procurement portal by December 4, 2025, at 3:00 pm, with a question submission deadline of November 25, 2025. The initial contract term is one year from execution, with potential renewal for an additional term not exceeding the original contract period. The training is part of the Mayor's Future Ready Academy, which aims to connect individuals with employment opportunities and prepare them for long-term career success.

All vendor submissions must include a Statement of Qualifications on company letterhead with key personnel resumes, a one-page narrative demonstrating experience and success in providing CDL A and B training services, and a detailed cost breakdown that includes training fees per student, materials, testing fees, and trainer salary allocation. Vendors must also submit documentation of all licenses and certifications required by state and federal law to provide CDL training and testing. The estimated annual expenditure for this solicitation is approximately $50,000, though the actual amount may vary. The procurement does not specify explicit set-aside designations, and the contract will be structured as non-exclusive, allowing the city to contract with additional providers if necessary. If the selected vendor lacks their own training vehicles, the city will provide transportation for staff being trained, and training locations will be determined collaboratively based on departmental needs across departments such as Storm Water, Sanitation, and Water Resources.
