About this opportunity

The City of Pasadena, Department of Transportation, is requesting sealed bids for traffic signs and materials on an annual on-call basis for FY 2027, with bids due July 15, 2026 and questions due July 8, 2026.

The scope encompasses 26 line items covering standard traffic signs, street name signs, and in-street pedestrian crosswalk signs, estimated at 4 to 50 units per item. All signs must be constructed of 0.063-inch aluminum or thicker and comply with the California Manual on Uniform Traffic Control Devices (CAMUTCD) 2014 Revision 3 (2023) or the latest USDOT MUTCD standards. A minimum 6-year manufacturer warranty is required. Standard delivery is 7–10 days from order placement, with rush delivery available at 72–96 hours. Delivery is FOB destination to 233 W Mountain Street, Pasadena, California 91103.

The City expects to place approximately 4 to 8 purchase orders throughout the fiscal year on an as-needed basis with no guaranteed usage. The contract term is one year from execution with no optional extension periods. Evaluation is based on lowest Grand Total Price from responsive and responsible bidders; responsiveness factors include material quality, bidder capacity, financial resources, character and integrity, and performance history with the City. Price increases in subsequent years are capped at the Producer Price Index (PPI) for the region for the preceding 12-month period.

Bidders must submit pricing for all line items through the City's eProcurement Portal and provide a bid bond equal to 5 percent of the total bid price. Required submittals include IRS Form W-9, business license, insurance, Equal Opportunity Employment forms (AA-1, AA-2, AA-3), Declaration of Non-Collusion (required for bids $75,000 or more), and DHS contract disclosure if applicable. Compliance is required with Pasadena Living Wage Ordinance (if labor services exceed $25,000) and City-wide minimum wage. A 1.75 percent sales and use tax deduction applies to local bidders where applicable. The solicitation requires compliance with federal lobbying certifications under 44 C.F.R. Part 18, Appendix A, and submission of a Unique Entity Identifier (UEI) from SAM.gov.
