About this opportunity
The Colorado Department of Transportation (CDOT) is soliciting bids for traffic paint through Invitation for Bid (IFB) 26-018 GB, which covers waterborne pavement marking paints across six regional locations including Denver, Grand Junction, Greeley, Hugo, Durango, and Alamosa. The procurement seeks two specific paint types: Low Temperature Acrylic and High Build Acrylic, available in white and yellow colors, with estimated annual usage ranging from 10 to 165 totes per region in 300-gallon and 250-gallon containers. Vendors must submit a new Certification of Test Report (CTR) from an independent laboratory dated after 10/8/25, meeting detailed technical specifications including color standards, non-volatile content, pigment composition, density, and viscosity. The bid requires manufacturers to be on CDOT's Approved Products List and provide MSDS sheets with each shipment. Key submission requirements include completing pages 1-2 of the IFB, submitting Appendices C and D, and meeting all specification requirements in Appendix B. The bid is due by 2:00 pm on 10/30/25, with vendor questions accepted until 5:00 pm on 10/23/25 and answers published by 3:00 pm on 10/24/25.
The solicitation includes several preference provisions that may benefit specific business types, notably a goal of awarding at least 3% of contracts by dollar value to Service Disabled Veteran Owned Small Businesses (SDVOSB). Additional preferences exist for resident bidders, environmentally preferable products, and bidders using recycled plastics, with up to a 5% preference for products containing at least 10% recycled plastics. The cooperative purchasing agreement allows participation from state and local agencies, public utilities, school districts, and higher education institutions. While no specific award value is explicitly stated, the contract is structured for an initial twelve-month term with potential for up to four additional one-year renewals, allowing for maximum flexibility in procurement. Pricing is required to be all-inclusive, covering product, delivery, empty tote return, and associated costs, with no additional charges permitted. CDOT will award the contract to multiple responsive bidders meeting specification requirements, with purchases made on an as-needed basis at CDOT's sole discretion. Vendors can seek assistance from the Colorado Supplier Diversity Navigator for support in responding to the solicitation.
