About this file
This document is an Appendix B Specifications for IFB 26-018 GB, issued by the Colorado Department of Transportation (CDOT) for traffic paint procurement. The solicitation covers two types of waterborne pavement marking paints: Low Temperature Acrylic and High Build Acrylic, available in white and yellow colors. The estimated annual usage varies by region, with quantities ranging from 10 to 165 totes per region for 300-gallon and 250-gallon containers. Delivery requirements mandate that orders be fulfilled within 30 days of receipt, with manufacturing dates no more than 45 days prior to delivery, and all materials must be from CDOT's Approved Products List (APL).
Pricing must be all-inclusive, covering product delivery, empty tote return, and associated costs. Vendors are required to submit a new Certification of Test Results (CTR) from an independent lab with their bid, meeting the detailed specifications outlined in the document. The paints must meet specific technical requirements, including color standards, non-volatile content, pigment composition, density, viscosity, and performance characteristics tested by various ASTM methods. Totes must be made of stainless steel, polyethylene with a galvanized steel cage, or ½ inch polyethylene, and be stackable, forklift accessible, and capable of off-loading paint from multiple access points. No substitutions will be accepted, and MSDS sheets must accompany each shipment.

Sections 708 of the Standard Specifications are hereby revised as follows:
Delete subsection 708.05 and replace with the following:
708.05 Pavement Marking Materials. All pavement-markingmaterials shall be selected from the Department’s Approved Products List (APL). Before start of work, a Certificate of Compliance (COC) for all pavement marking materials shall be submitted per subsection 106.12.
(a)Color. The pavement marking paint, without drop-onbeads, shall meet the following requirements:
White – Federal Standard No. 595B-17925. The Yellowness Index (YI) of white shall not exceed 8.0 per ASTM E313 initially. The color after drying shall be a flat white, free from tint, and shall provide the maximum amount of opacity and visibility under both daylight and artificial light.
Yellow – Materials for pavement markings shall meet the initial daytime chromaticity that falls within the box created by the following corner points:

Coordinates (Corner Points)
(b)Low Temperature Acrylic Waterborne Paint. Lowtemperature acrylic waterborne paint binder (nonvolatile portion of vehicle) shall be 100 percent FASTRACK 5408A acrylic polymer, by weight. Testing shall be determined using FTIR (Fourier Transform Infrared) spectroscopy and/or NMR (Nuclear Magnetic Resonance) spectroscopy.
The paint shall meet the requirements of Table 708-2.

(c)High Build Acrylic Waterborne Paint. High build acrylic waterborne paint binder (nonvolatile portion of vehicle) shall be 100 percent FASTRACK HD 21A acrylic cross-linking polymer, by weight. Testing shall be determined using FTIR (Fourier Transform Infrared) spectroscopy and/or NMR (Nuclear Magnetic Resonance) spectroscopy.
The paint shall meet the requirements of Table 708-3.
(d)Performance Requirements. The Low TemperatureAcrylic Waterborne Paint and High Build Acrylic Waterborne paint shall be water resistant and shall show no softening or blistering.

Packaging Requirements:
Materials are to be shipped as follows:
300 gallon totes shall contain only 300 gallons of paint.
250 gallon totes shall contain only 250 gallons of paint.
Any containers with more than the above will be accepted, but will be paid at the above listed amounts only.
Except for the first shipment, areas will have empty totes available for return.
The vendor is responsible, at the vendor's cost, for picking up their empty totes at the time of each new delivery. We are requesting bids on 250 gallon and 300 gallon “totes”. Totes shall be stackable and forklift accessible from at least three (3) sides allowing for handling in remote areas with other equipment. Totes shall have capability to off-load paint from either container with a minimum of 20 inch opening or from a 2” valve at the bottom of the totes with a 2” female coupler. These totes will remain at the property of the vendor.
Orders must be delivered on a flat bed. MSDS sheets shall accompany each shipment. Delivery of items in a timely manner is critical to the operations and maintenance of CDOT. Deliveries must be made within thirty (30) days of receipt
Appendix B - Specifications Page5 of order. The manufacturer shall supply material with a manufacturing date no more than 45 days prior to delivery date.
Vendors must include with their bid submission a new CTR result dated on or after the publish date of this solicitation, which meet the specifications outlined in Appendix B, and conducted by an independent lab.
No substitutions accepted.
