About this opportunity
The State of South Dakota, Office of Procurement Management, is soliciting bids for an annual contract to supply traffic control devices for delivery within South Dakota, with bids due September 24, 2026.
The procurement follows South Dakota's standard IFB process for formal sealed bids. Vendors must be registered with the South Dakota Secretary of State and enrolled in the State's electronic procurement system maintained by ESM Solutions. The State reserves the right to award single items, groups of items, or total bids, and may reject any and all bids in whole or in part.
South Dakota gives purchasing preferences to resident businesses and goods manufactured in South Dakota where price, quality, and service are substantially equal. The State also requires utilization of minority business enterprises when contracts exceed $5,000. All items must be new and of current production unless otherwise specified.
Standard contract terms apply: firm fixed pricing; delivery typically within 30 days of order receipt; payment within 45 days of receipt and written acceptance under South Dakota's Prompt Payment Act; and interest accruing at 1.5 percent per month on invoices unpaid after 30 days. Vendors must maintain general liability, workers compensation, and automobile liability insurance and provide certificates upon request. The State is exempt from federal and state taxes and should not receive tax charges on invoices. Contracts may not exceed five years and require written authorization from the Procurement Management Director for modification or extension. Vendors may not assign, sublet, or transfer contracts without written consent.
Bids submitted after the deadline will be rejected regardless of circumstances.
