About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Energy and Environment - Office of Kentucky Nature Preserves, issued Request for Bid (RFB) 758 2400000608 on April 22, 2024, for the procurement of agricultural equipment and a tractor system. The solicitation encompasses seven line items: one Kubota L3902DT tractor with shift transmission, four tires, one Kubota LA526 front loader with grill guard and quick attach bucket, one Kubota E1134 fiberglass canopy with mounting bracket, one Land Pride RCR1860 bush hog rotary cutter, one Land Pride PFL3048 pallet fork, and rear tire ballast with a Land Pride WB10 ballast box. All equipment must be new and in current year model in first-class condition. The equipment will be delivered to the Office of Kentucky Nature Preserves at 300 Sower Boulevard, Frankfort, Kentucky 40601, under F.O.B. Destination terms with freight prepaid and allowed. Vendors' written questions are due by April 29, 2024, at 10:00 AM ET, with bids closing on May 6, 2024, at 1:30 PM ET. Award will be made on a best value basis using two evaluation criteria: Price (90 points) and Delivery time in working days (10 points), with the lowest bidder receiving maximum points for price and the shortest delivery time receiving maximum points for delivery. All bidders must maintain General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance of $1,000,000 combined single limit if delivery is provided by the contractor. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and no price increases are permitted during the first 12 months of the contract.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries, receive reciprocal and preference points respectively. Bidders claiming resident bidder status must provide an affidavit attesting that they are authorized to transact business in Kentucky and have, for one year prior to and through the date of advertisement, filed Kentucky corporate income taxes, made payments to the Kentucky unemployment insurance fund, and maintained an active Kentucky workers' compensation policy. Qualified bidder status applies to nonprofit corporations furthering the purposes of KRS Chapter 163 or qualified nonprofit agencies for individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor man hours. All bidders must also complete notarized affidavits confirming they have not knowingly violated Kentucky campaign finance laws and that contract award will not violate any provision of the state's campaign finance laws. Bidders must be registered in the Vendor Self Service System prior to electronic bid submission, and all line items must be bid to avoid deemed non-responsive status. The Commonwealth retains the right to request documentation supporting claims of resident or qualified bidder status, with failure to provide such documentation upon request resulting in bidder disqualification or contract termination. The Commonwealth may cancel the contract with 30 days' written notice, though no specific contract award value or budget range is disclosed in the solicitation documents.
