About this opportunity

The Florida Department of Agriculture and Consumer Services' Division of Animal Industry is issuing a single source procurement notice for a one-year subscription to the CVI Central software system provided by Trace First, Inc. This procurement is designated as a Description of Intended Single Source Purchase (PUR 7776) and was posted on May 8, 2026, with a submission deadline of June 1, 2026, for prospective vendors to provide relevant information demonstrating their capability to supply the requested commodities or services. The Division of Animal Industry, Bureau of Animal Disease Control seeks to procure an online database information retrieval service (UNSPSC code 81111902) that will function as a web-based application enabling the upload of Certificates of Veterinary Inspection for processing and transmission to the CoreOne system. The primary objective of this procurement is to provide animal health traceability data to the Florida State Veterinarian's office in compliance with Florida Statute 570.36. The service requires full integration with the existing CoreOne system and must maintain compatibility with Trace First's proprietary encryption keys and authentication protocols. No site visits, bidders' conferences, or formal evaluation processes are specified in the procurement documentation.

This procurement is restricted to a single source vendor due to the proprietary and exclusive nature of both the CoreOne system and CVI Central platform, with Trace First, Inc. identified as the sole authorized provider capable of delivering compatible services. Trace First, Inc. is a wholly-owned U.S. subsidiary of Trace First Limited, a Northern Ireland-based company that maintains exclusive ownership of the encryption keys and technical infrastructure required for system operation. The justification for single source acquisition emphasizes that no competing vendors are authorized to sell or support Trace First products, effectively eliminating competition in this procurement. The contract carries an approximate value of $43,193.00 for the one-year subscription term, with an estimated budget authorization ceiling of up to $100,000.00. The procurement has received approval from multiple Florida Department of Agriculture and Consumer Services officials, including the Assistant Director of Animal Industry, the Purchasing Director II, and the Director of the Division of Administration.
