About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form issued by the Florida Department of Agriculture and Consumer Services' Division of Animal Industry for a subscription to the CVI Central software system provided by Trace First, Inc. The commodity required is an online database information retrieval service (UNSPSC code 81111902) for a one-year subscription term. The Division of Animal Industry, Bureau of Animal Disease Control will use this web-based application to upload Certificates of Veterinary Inspection, which are then processed and transmitted to the CoreOne system to provide animal health traceability data to the Florida State Veterinarian's office in compliance with Florida Statute 570.36. The notice was posted on May 8, 2026, with a deadline of June 1, 2026, for prospective vendors to submit information regarding their ability to provide the requested commodities or services. No site visits, bidder conferences, or award dates are specified in the documentation.

The approximate contract amount is $43,193.00, with an estimated budget authorization of up to $100,000.00. Trace First, Inc., a wholly-owned U.S. subsidiary of Trace First Limited (a Northern Ireland company), has been identified as the single source provider based on the proprietary nature of both the CoreOne system and CVI Central platform, including encryption keys that are the exclusive property of Trace First Limited. The justification for single source acquisition emphasizes that no competing vendors are capable of providing compatible services, as these are the only two entities authorized to sell and support Trace First products. The purchase was approved by multiple Florida Department of Agriculture and Consumer Services officials, including the Assistant Director of Animal Industry, the Purchasing Director II, and the Director of the Division of Administration.
