About this opportunity

The Town of Amherst, located in Erie County, New York, is seeking to establish a contract for the procurement of miscellaneous small equipment and parts through Bid #2025043. The procurement encompasses equipment and parts from manufacturers including Ariens, Carlton, Gravely, Greenworks, Honda, Hyster, Kawasaki, Kubota, Little Wonder, Multihog, Smithco, Toro, Turfco, Ventrac, and Woods. Bidders are required to submit pricing based on either a manufacturer's list price minus a specified percentage or a cost-plus markup, with a preference for the list price minus percentage method. The contract will be effective through January 21, 2028, with potential for two additional 2-year extensions at the same bid price. Sealed proposals are due on September 25, 2025, at 12:00 PM, and bidders must submit four copies of their proposal with original signatures in blue ink. The bid covers equipment, parts, and service/maintenance, including labor rates for on-site and town facility repairs, with no additional charges permitted beyond the specified pricing structure. Freight costs must be calculated into the percentage and not charged separately.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to complete and submit several exhibits, including Assignment of Public Contracts, Agreement Addendum, Non-Collusive Bidding Certification, and Iran Divestment Act Certification. While the exact award value is not specified, the comprehensive nature of the procurement suggests a potentially significant contract value given the broad range of equipment and parts covered. The bid allows for pricing flexibility through both list price minus percentage and cost-plus markup methods, providing potential vendors with multiple approaches to pricing. The contract duration of up to five years (initial term plus potential extensions) indicates the Town's intent to establish a long-term relationship with the selected vendor(s). Expedited shipping provisions are included under specific conditions, and the bid encompasses not just equipment sales but also service and maintenance capabilities. Bidders should be prepared to provide competitive pricing, comprehensive product offerings, and the ability to support the Town's equipment needs across multiple manufacturers and product lines.

Opportunity text

Through this bid, the Town of Amherst seeks to establish an Agreement for the purchase of miscellaneous small equipment and parts at either a discounted rate from manufacturer's list price or a markup from supplier's cost. In the event the manufacturers list is not available, the Town will accept a cost-plus markup. Bid will be awarded based on manufacturer's list minus a percentage. Cost plus will ONLY be used as a back-up for any items that do not have a manufacturer's list price available.
