About this opportunity
The Town of Monument, Colorado, is seeking proposals for an ADA Improvement Project located on the north side of Third Street between Beacon Lite Road and Highway 105. This procurement is funded through a grant from the El Paso County Community Development Block Grant Program, with financial support from the U.S. Department of Housing and Urban Development (HUD). The project involves constructing 4" and 6" thick sidewalks, installing four ADA ramps, performing 27 tons of asphalt patching, creating 100 linear feet of concrete curb & gutter, and executing related demolition and infrastructure work. The Request for Proposals (RFP) was released on April 30, 2024, with a mandatory pre-proposal conference scheduled for May 8, 2024, at 1:00 PM. Proposal submissions are due on May 16, 2024, by 10:30 AM, with an expected contract award recommendation on May 20, 2024. Evaluation criteria will include proposed costs, schedule acceptance, responsiveness, vendor qualifications, technical expertise, financial strength, and professional reputation. Contractors must comply with current ADA standards, Davis-Bacon labor requirements, HUD Form 4010, and HUD Form 92554M.
The contract opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, though federal funding typically encourages diverse contractor participation. All contractors must adhere to strict labor standards, including paying prevailing wages as determined by the U.S. Department of Labor for El Paso, Pueblo, and Teller Counties, with rates varying by job classification. The project requires comprehensive insurance coverage, including workers' compensation, general liability, and automobile liability insurance. While no incumbent vendors are mentioned, contractors must ensure that at least 80% of labor is performed by Colorado residents, and for contracts exceeding $250,000, provide access to certified apprentice training programs. Though a specific budget is not disclosed, the detailed bid form includes unit pricing for various infrastructure components, suggesting a project scope that likely ranges between $250,000 and $500,000. Potential contractors must be prepared to submit detailed documentation, including weekly certified payroll reports, and comply with extensive federal labor standards provisions.
