About this opportunity

The Town of Farmington, Connecticut, located in Hartford County, is soliciting sealed bids for the maintenance and repair of large fire apparatus operated by the Fire Department. The procurement encompasses services for nine fire apparatus units—Rescue 15, Engines 2-6 and 8-9, and Ladder 1—distributed across five fire stations (East Farmington, Tunxis Hose, Southwest, Farmington, and Oakland Gardens). Required services include major (first) service conducted annually in July and August, consisting of comprehensive lubrication, fluid changes, filter replacements, and safety inspections in accordance with NFPA 1911 and NFPA 1915 nationally recognized fire apparatus inspection standards; minor (second) service performed six months after major service, including lubrication, belt and brake adjustment, fluid checks, and battery and radiator testing; and pump testing for apparatus equipped with pumps. The successful vendor must be certified or engage a certified contractor for fire pump and transmission inspections, own and operate a recognized fire apparatus inspection and repair facility within a 35-mile radius of Farmington, and employ only certified personnel for inspections. Bidders must provide three professional references for similar work completed within the last three years. Sealed bids must be submitted in person to the Town Finance Office at Farmington Town Hall, 20 Monteith Drive, 3rd Floor, by 11:00 a.m. on April 20, 2026, with public opening and reading of bids at that time and location. Technical questions must be submitted in writing at least seven days prior to bid opening. The contract period runs from July 1, 2026, through June 30, 2027, with an option to renew for July 1, 2027, through June 30, 2028. Evaluation will be based on the lowest qualified bidder, with pricing to remain in effect for the two-year contract period.

There are no specific set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types; all vendors are eligible to respond. A local vendor preference applies if the bidder maintains a principal place of business in Farmington and submits a bid within five percent of the lowest qualified bid. Required insurance coverage includes Workers' Compensation at statutory limits, Employer's Liability of $100,000/$500,000/$100,000, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Comprehensive Auto Liability of $1,000,000, and Garage Keepers Liability of $750,000. Bid security and performance or labor and material bonds are not required. The work is not subject to Connecticut prevailing wage laws or the Davis-Bacon Act. No incumbent vendor or current contractor is identified in the solicitation documents. The solicitation does not specify an estimated total contract value or budget range, though payment for services will be made monthly within thirty days of receipt and approval of invoices on a Net 30 Days basis. Additional information or complete bid documents may be requested from Anne Marie White at the Town Finance Office by telephone at (860) 675-2337 or email at whitea@farmington-ct.gov.
