About this opportunity

The Town of Farmington, Connecticut is soliciting sealed bids for the comprehensive mechanical maintenance of all motor vehicles operated by the Farmington Police Department under Bid 377. The procurement encompasses maintenance services for a fleet of 39 vehicles, including synthetic oil changes with filter replacement and lubrication, brake inspection and cleaning, tire changes and balancing, in-town and out-of-town road service, and day and night towing services. The contract period runs from July 1, 2026 through June 30, 2027, with an optional renewal period from July 1, 2027 through June 30, 2028, contingent upon the Town's satisfaction with services and sufficient budget allocation. Sealed bids must be submitted to the Town Finance Office at Farmington Town Hall, 20 Monteith Drive, 3rd Floor, Farmington, Connecticut 06032 by 11:00 a.m. on March 25, 2026, at which time bids will be publicly opened and read aloud; bids will not be accepted by facsimile, email, or through CT Source. Prospective bidders may request specification clarifications in writing to the Director of Finance at least seven days prior to the bid opening date, and inquiries can be directed to Anne Marie White at 860-675-2337 or whitea@farmington-ct.gov. Qualified bidders must possess a current Connecticut Automotive Repair License, submit a Non-Collusive Bidding Certification and Affirmative Action Statement, provide references from at least three clients with similar experience, be located within 15 miles of the Farmington Police Department at 319 New Britain Avenue, Unionville, and maintain separate files on each vehicle with detailed work descriptions and vehicle plate numbers on all invoices. The Town will award the contract to the lowest qualified bidder based on cost proposal and ability to perform the requested services, with pricing remaining in effect for the two-year contract period and not including federal, state, or local taxes.

Local vendor preference applies if a qualified and registered Farmington business submits a bid not more than five percent higher than the lowest qualified bid. The solicitation does not identify any incumbent vendors or existing contractors in the available documentation, nor does it specify any set-aside designations or restrictions limiting participation to particular enterprise categories. The successful contractor must procure and maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Comprehensive Auto Liability of $1,000,000 per occurrence, and Garage Keepers Liability of $500,000 property damage and $1,000,000 garage liability. Bid security and performance bonds are not required for this procurement. The estimated total contract value is not disclosed in the available documentation, though contract funding is provided through the Town's annual operating budget with alternate funding sources or service reductions implemented if funds prove insufficient. The Town reserves the right to reject any or all bids, modify scope of work before or after award without penalty, terminate the contract with 30 days' notice for unsatisfactory performance, and cancel if work is not performed correctly, with monthly payment for services made within 30 days of receipt and approval of invoices.
