About this opportunity

West Valley City, Utah is soliciting qualifications from towing providers to join a tow rotation for the West Valley City Police Department and other city departments, with responses due November 23, 2026 at 3:00 p.m. local prevailing time through the Bonfire platform. The city will select 20 responsible providers plus three alternates through a computerized random lottery from all qualified respondents. The RFQ sets no set-aside or preference program, and it names no pre-bid meeting or site visit.

Eligibility requires a valid business license, a State Tax Commission impound yard number for a location in West Valley City, and evidence of three consecutive years of tow truck motor carrier certification from the Utah Motor Vehicle Division. Providers must maintain a minimum 5,000-square-foot secure storage yard within city limits and submit a Letter of Intent.

Scope covers fleet towing, non-preference towing, impound, and storage, including accident recovery, parking and code violation tows, abandoned vehicle disposal, evidence tows, safekeep requests, and specialized recovery as defined by state law. Providers must respond to dispatches within 20 minutes unless excused for inclement weather, unusual traffic, or excessive distance. Required equipment includes wreckers, boom trucks, roll-off and semi-sized trucks, light-duty four-wheel-drive trucks, heavy wreckers with 25-ton capacity, and State Tax-capable trucks, all with current DOT inspections and insurance. Providers must also offer 24/7 vehicle access and redemption, maintain complete tow records, provide lock-out and spare tire services for $40.00, and assume responsibility for vehicle damage during towing or storage.

Liability insurance requires $750,000 per occurrence for emergency moves and $1,000,000 per occurrence for non-emergency moves, an MCS-90 endorsement for environmental restorations, and West Valley City as additional insured. Workers' compensation with an exclusion waiver endorsement is mandatory.

The attached Tow Rotation Agreement sets a flat rate of $65.00 per tow, plus $3.00 per mile one way for tows outside Salt Lake County. The initial term is one year, with automatic renewal for five additional one-year terms unless either party terminates with thirty days' written notice. Either party may terminate for convenience beginning thirty days before the initial term expires. The agreement requires dispatch response 24 hours a day, seven days a week, and yard staffing Monday through Friday, 8 a.m. to 5 p.m. Providers face suspension or removal for agreement violations, suspension from other Utah tow rotations, or violations of applicable law, and appeals must be submitted within three days of notification to towing.appeals@wvc-ut.gov.

Questions go to the Towing Coordinator at towingcoordinator@wvc-ut.gov. There is no public opening, and results will be posted on the City website.
