About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is issuing an Invitation to Bid (ITB) for the procurement of road materials and delivery services for the William Beardall Tosohatchee Wildlife Management Area located in Orange County, Florida. The procurement seeks furnishing and delivery of 2"-5" rock and stabilized road base materials (including shell, shell-rock, crushed cemented coquina, crushed limerock, or FDOT-approved equivalents) to two separate job sites within the management area. All materials must comply with Florida Department of Transportation specifications and be sourced from FDOT-approved mines or quarries, with a minimum of 10 truckloads delivered daily unless otherwise agreed upon by the project manager, scheduled between 7:30 AM and 4:30 PM ET on weekdays. Work must commence within two weeks of purchase order issuance and be completed within 60 days, with an overall project completion deadline of May 29, 2026. Bidders must submit separate unit prices per ton for each material type at each delivery site for the initial term and for all three renewal years, with all prices including delivery and fuel charges. The sealed bid deadline is March 26, 2026 at 2:30 PM ET, with public bid opening at the same date and time, and an anticipated award date of March 30, 2026. Evaluation will be based on lowest total bid price, and responsive requirements include completion of the ITB Acknowledgement Form, Price Sheet, References Form (minimum three references for similar projects), and certifications regarding vendor list status, E-Verify compliance, and forced labor provisions.

No set-aside designations or restrictions on organization types are specified in the procurement documents. Bidders must be registered with MyFloridaMarketPlace and, where applicable, with the Florida Department of State's SunBiz system prior to bid opening, and no subcontracting is permitted. A non-mandatory site visit is available at 3365 Taylor Creek Road, Christmas, Florida 32709. The contract has an initial term of one year with optional renewal for up to three additional years at the Commission's sole discretion, contingent upon satisfactory performance and fund availability. The estimated budget for the initial contract term is $70,000 annually, with a total estimated contract value of $280,000 across all potential years (initial year plus three renewal years). Partial payments may be made at 50% and 100% work completion, with final payment rendered upon submission of a signed invoice and completion of all required documentation, and all commodities are FOB destination with transportation prepaid.
