About this opportunity
The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement with Tops Holding Corporation for the "Fresh from Florida" Grocery Retailer Marketing Program through a statutorily mandated fifteen business day advertisement. The contract involves marketing services designed to promote Florida agricultural products across multiple channels, including weekly online supermarket sale flyers, in-store signage, promotions, publications, and social media posts. The project is authorized under the Florida Agricultural Promotional Campaign Act with a primary objective of generating additional retail sales for Florida agricultural commodities, value-added products, and agricultural-related businesses. Key deliverables include comprehensive marketing materials planned, drafted, printed, and distributed across supermarket locations throughout the East Coast region. The procurement process requires prospective vendors to submit relevant information to the contact person by July 18, 2025, at 3:00 PM, with the department reserving the right to confirm the single-source nature of the procurement. The contract execution period extends through June 30, 2026, and vendors must be non-paid members of the "Fresh From Florida" Industry Membership program.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Tops Holding Corporation is identified as the sole source vendor due to its unique capability to execute the marketing program across its supermarket network. The estimated total contract amount ranges up to $100,000, with an approximate contract amount of $40,000. No incumbent vendors are mentioned beyond Tops Holding Corporation, and there are no specific details provided about existing technological infrastructure requiring integration. The procurement is structured as a single-source procurement under Section 120.57(3) of Florida Statutes, which allows for direct contracting when a vendor is determined to be the only viable provider of specific goods or services. The department will post its intended decision to enter the agreement on the Vendor Information Portal after reviewing any information submitted by potential alternative vendors during the fifteen-day advertisement period.
