About this opportunity
The Michigan Department of Technology, Management, and Budget—Financial Services is requesting proposals for a multi-shaft, low-speed, high-torque shredding system (40–60 horsepower) for use at a state Records Center under RFQ 260000002177, with proposals due July 7, 2026 at 3:00 PM Eastern Time.
The scope encompasses a single shredding unit capable of processing paper documents, plastics, textiles, uniforms, Kevlar, ballistic materials, and metal items. The system must destroy non-paper materials to render them no longer usable and shred paper materials to prevent reasonable reconstruction. Paper materials must achieve a target particle size of P-4 when using sizing screens; the State has not yet established target particle sizes for other material types and invites vendor recommendations. The machine will operate on a part-time basis. Bidders must provide throughput rates for each different material type and address any applicable regulatory, security, or chain-of-custody requirements. Detailed technical specifications cover motor power, shaft configuration, cutting blade requirements, discharge specifications, noise and vibration limits, and safety compliance standards. Equipment installation, testing, and commissioning at the Records Center facility are vendor responsibilities.
Proposals must be submitted electronically through the SIGMA VSS system. Written questions are due June 16, 2026; responses will be posted by June 23. Total price quotes must be valid for 60 calendar days from the due date. Vendors must provide a Certificate of Liability prior to purchase order issuance and register in SIGMA VSS for electronic funds transfer payment only. Delivery is FOB Destination with inside delivery unless otherwise specified. Payment terms are Net 45 days after invoice receipt. The State reserves the right to accept shortages of 5% or less and will not reimburse overages exceeding 5% per line item. All submitted proposals become public records upon receipt. Bethany Preston (PrestonB2@michigan.gov) is the sole authorized point of contact for RFQ inquiries.
