About this file

This is a Request for Quote (RFQ) issued by the Michigan Department of Technology, Management, and Budget – Financial Services for the procurement of a MultiShaft, LowSpeed, HighTorque Shredding System with 40–60 horsepower for use at a state records center. The RFQ was issued on June 9, 2026, with a proposal deadline of July 7, 2026, at 3:00 PM Eastern Time. Bidders must submit written questions by June 16, 2026, with answers posted by June 23, 2026. All proposals must be submitted electronically through the SIGMA VSS system, and vendors should allow sufficient time for account creation, information entry, and document uploads to meet the deadline. The Solicitation Manager is Bethany Preston (PrestonB2@michigan.gov), and she is the sole authorized point of contact for all RFQ-related inquiries.

Vendors must provide a total price quote valid for 60 calendar days from the due date and agree to deliver FOB Destination with delivery on a timeline specified in business days following purchase order receipt. The State will not reimburse overages exceeding 5% per line item, though vendors may retrieve excess goods within 10 business days. Bidders must note any deviations from specifications; failure to respond indicates agreement to supply as specified. Vendors must provide a Certificate of Liability prior to purchase order issuance and be registered in SIGMA VSS for payment processing via electronic funds transfer only. Payment terms are Net 45 days after invoice receipt. The State reserves the right to accept shortages of 5% or less and may cancel orders and source items elsewhere if quoted items are backordered. All submitted proposals become public records upon receipt and may be posted on the State's public website following award recommendations.
