About this opportunity

The State Budget Office (SBO), a division of the Michigan Department of Technology, Management and Budget, is requesting proposals for analytical support services focused on Medicaid cost containment work, with proposals due September 25, 2026 at 3:00 p.m. Eastern. Bidder questions were due September 8, 2026 with answers posted September 10, 2026. Qualified disabled veteran-owned business (QDV/SDVOB) status will be considered as an award factor.

The scope encompasses ongoing consultative support on research and policy questions related to publicly funded health and human services programs, including augmented analytic support for budget and policy inquiries, actuarial analysis and assumptions, research on program design trends, data analysis, implementation support, training program development, and strategic planning facilitation. The contractor must demonstrate expertise in Federal and State Medicaid policy, familiarity with state and federal expenditure and enrollment reporting systems, demonstrable understanding of Michigan Medicaid program administration, knowledge of the state appropriations process, and the ability to generate original analysis using the Transformed Medicaid Statistical Information System (T-MSIS). At least two Key Personnel must be appointed, remain available on-site upon request, and respond to State inquiries within 48 hours.

The contract term is two years with two optional 6-month extension periods. The contractor will be issued a Change Notice or Delivery Order under a pre-qualified operational consulting services contract. The anticipated effective date is September 28, 2026. Contracts at or exceeding $250,000 require State Administrative Board approval.

Proposals are evaluated on four equally weighted technical criteria (25 points each): experience with the Office of Health and Human Services at the State Budget Office within the past five years; experience with Health Services at the Michigan Department of Health and Human Services; demonstrated understanding and experience with Michigan Medicaid program; and demonstrated ability to understand federal policy and its impact on Michigan's Medicaid program. A minimum score of 80 technical points is required for pricing evaluation. Award will be made to the responsive and responsible bidder offering best value, considering QDV/SDVOB status, prior performance, overall economic impact, and total-cost-of-ownership factors. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats with individual files limited to 30 MB.
