About this opportunity

The State of Michigan Department of Technology, Management, and Budget is seeking proposals for the procurement of a wide format hybrid printer and flatbed cutting table system with comprehensive maintenance and support services through Request for Proposal No. 260000002042. The procurement encompasses five distinct configuration options: one wide format printer with one flatbed cutter; one wide format printer with one flatbed cutter featuring a conveyor bed; one wide format printer only; one flatbed cutter only; and one flatbed cutter with conveyor bed. The wide format printer must accommodate rigid media up to 4 feet by 8 feet and 1.5 inches thick, flexible media up to 60 inches wide, and deliver minimum performance of 100 square feet per hour in Standard Mode and 50 square feet per hour in High Quality Mode using UV ink with LED curing and a minimum 4-color CMYK plus white configuration. The flatbed cutter must measure a minimum of 5 feet by 10 feet with interchangeable tool heads including v-knife, router, roll feeder, independent vacuum hold-down system, and media registration system. Delivery must occur within 45 calendar days of order receipt to 7461 Crowner Drive, Lansing, Michigan, with installation completion and training required within 90 business days and final acceptance occurring after a 30-day Performance and Review Evaluation period. The contractor must provide comprehensive maintenance coverage including 8-hour by 5-day technical support with 30-minute response time for on-site service issues and 3-hour arrival time, scheduled preventative maintenance, software upgrades, and parts and labor inclusive of all costs, with key personnel available via toll-free number during business hours and technical service availability extending through evening hours. Bidders must submit questions by Friday, May 22, 2026 at 3:00 p.m. Eastern, with answers posted by Wednesday, May 27, 2026, and proposals must be submitted electronically through www.michigan.gov/SIGMAVSS by Tuesday, June 2, 2026 at 3:00 p.m. Eastern, with an anticipated contract begin date of Wednesday, June 17, 2026. Evaluation will be based on four equally weighted technical criteria at 25 points each—Product Quality, Service Capabilities, Delivery Capabilities, and Vendor Questions Worksheet responses—for a total of 100 points, with only proposals scoring 80 or more points having pricing evaluated, and the State reserving the right to award based on best value considering total cost of ownership, economic impact to Michigan, and prior performance.

The RFP does not specify explicit set-aside designations for disadvantaged enterprises; however, the evaluation criteria indicate that qualified disabled veteran-owned or service-disabled veteran-owned business status will be considered as a factor in the award decision. The State will trade in the existing wide format printer (Konica Minolta AccurioWide 160) and flatbed cutter (Colex Sharpcut FBC 5x10) as part of the solicitation, requiring the selected contractor to facilitate this equipment transition. Bidders must comply with prevailing wage requirements for installation work, comprehensive insurance requirements including Commercial General Liability ($1,000,000 each occurrence/$2,000,000 general aggregate), Umbrella or Excess Liability ($5,000,000), Automobile Liability ($1,000,000 per accident), and Cyber Liability Insurance ($1,000,000 each occurrence/$1,000,000 annual aggregate), and all State of Michigan security requirements including background checks and facility access procedures. The contract will be effective June 17, 2026, through June 16, 2031, with provisions for up to two additional one-year renewal periods at the State's sole discretion, and contracts valued at $250,000 or greater require approval by the State Administrative Board. While the RFP does not provide an explicit total contract value or budget range, the five-year base term with potential two-year renewals and the comprehensive nature of the equipment procurement, installation, training, maintenance, and support services suggest a significant contract value. Bidders have 180 calendar days from submission to maintain their proposal as irrevocable and binding.
