About this opportunity

The Michigan Department of Technology, Management, and Budget is requesting proposals for forestry management services at the MPSCS site in Stanton under RFP 260000002393, with proposals due August 18, 2026 at 3:00 PM and a mandatory pre-proposal meeting on August 4, 2026 at 10:00 AM at the Stanton Site. The State will consider whether the bidder qualifies as a Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business under Michigan law.

The scope requires removal of all trees within the fall radius (minimum 60 feet) of utility wires, guy wires, compound fencing, structures, and driveways; removal of trees and thick underbrush north of the shelter compound; removal of dead trees cut to ground level with stump grinding; chipping of all wood and debris; and site restoration suitable for mowing. The project is located at 6702 1501 N. Holland Rd., Stanton, MI 48888. The contractor must supply tracked feller buncher and dedicated mulcher equipment, appoint a Program Manager and crew lead as on-site key personnel, submit before and after photographs of similar telecommunications site projects with guy anchors within 30 calendar days of award, and complete all work within 45 business days from receipt of order.

Technical evaluation is weighted as follows: 33 percent for five years of experience cutting trees larger than 20"–24" diameter; 33 percent for five years of experience using specified machinery; 34 percent for photographic documentation of a completed similar telecommunications site project. Proposals must achieve a minimum technical score of 80 points to qualify for pricing evaluation. The contract runs from September 1, 2026 through September 30, 2027, with no option years. Pricing must be firm for the entire contract term and submitted in modifiable Excel or Word format on the pricing schedule template. The contractor is subject to liquidated damages of $5,000 plus $100 per day for late or improper completion. Commercial General Liability Insurance of $1 million per occurrence and Umbrella/Excess Liability of $5 million per occurrence are required. Questions are due by 3:00 PM on August 4, 2026, with answers posted by 3:00 PM on August 7. Attendance at the mandatory pre-proposal meeting is limited to one person per bidder.
