About this opportunity

The Texas Military Department is requesting qualifications for psychologist or psychiatry services to administer and interpret the Minnesota Multiphasic Personality Inventory (MMPI) for security officers under RFQ TMD26-SEC-0039103, with responses due July 22, 2026 at 2:00 p.m. Central Time.

Respondents must hold current licensure as a licensed clinical psychologist in good standing in Texas — a pass/fail eligibility requirement. Additional mandatory qualifications include formal training and experience in MMPI administration and interpretation, demonstrated experience conducting psychological evaluations for high-risk and safety-sensitive positions, fitness-for-duty and employment-based evaluation experience, and knowledge of legal and ethical standards governing psychological assessment.

The scope encompasses in-person or secure remote (TEAMS or Zoom) administration of MMPI assessments, scoring and interpretation of results, and delivery of detailed written reports within 30 calendar days of test completion. Compensation is per-exam contingent upon TMD's written acceptance via a Final Acceptance Document signed by the Contract Administrator before invoice submission. The estimated annual budget is $5,000 based on up to 15 MMPI tests yearly. The initial contract term is one year from the effective date, with three optional one-year renewal periods at TMD's sole discretion, plus a discretionary six-month extension after the initial term.

Evaluation criteria allocate 50 points to training and qualifications and 50 points to ability to meet solicitation needs, including references, past performance, and staffing capabilities. Respondents must submit current certifications, licenses, resumes, and a minimum of three references from similar projects completed within the past five years. Professional Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 annual aggregate is required, along with Commercial General Liability and Commercial Crime coverage. Responses must be submitted via email to procurement@military.texas.gov. No bidder's conference or site visit is scheduled.
