About this opportunity

The State of Texas is requesting bids for time and materials hourly support of the NetPlus Telecom Billing Solution under IFB-025-FY26, with bids due September 2, 2026. The procurement is structured as a time and materials engagement with hourly rates across multiple labor categories and service classifications.

Bidders must complete a Voluntary Product Accessibility Template (VPAT 2.4 Revision 508) documenting the NetPlus Telecom Billing Solution's compliance with Section 508 accessibility standards, including assistive technology support, keyboard navigation, and screen reader compatibility. Bidders classified as manufacturers, service providers, integrators, or resellers must also complete the Texas Department of Information Resources Policy-Driven Adoption for Accessibility (PDAA) vendor self-assessment, which evaluates organizational ICT accessibility maturity across six core criteria: policy development, governance structures, integration of accessibility into business processes, processes for addressing inaccessible ICT, availability of ICT accessibility skills, and customer accessibility information availability. The PDAA assessment uses maturity levels ranging from zero (no plans) through three (fully implemented and continuously improving) and may be considered in vendor selection decisions.

Work performs in alignment with the NetPlus Telecom Billing Solution, a current state system requiring integration with existing state infrastructure. Successful respondents must comply with Texas and federal law, maintain all data exclusively within the contiguous United States, utilize E-Verify for employment verification, maintain records for seven years post-termination, and indemnify DIR and the State of Texas against all liability and claims arising from contract performance. All work product and intellectual property created under the contract are owned exclusively by DIR. Travel expenses require pre-approval and are capped at state employee rates. DIR may terminate for convenience with thirty days' notice, for cause after a thirty-day cure period, or immediately for criminal violations, non-appropriation of funds, or suspension or debarment status. Contract term and renewal options are contingent upon performance and state budgetary considerations.
