About this opportunity
The West Virginia Division of Natural Resources, Wildlife Resources Section, is requesting quotes for timber stand inventory services across fourteen Wildlife Management Areas under ARFQ 0310 DNR2600000015, with bids due August 4, 2026, at 1:30 p.m. Eastern Time. Work must be performed by West Virginia Registered Professional Foresters, registered forest technicians, or foresters/technicians in training—a mandatory qualification filter.
The scope spans timber cruise and field data collection at approximately 13,926 permanent sample plots using a 10x10 chain grid system across six WMAs totaling 6,343 plots to be completed within 12 months of award, and eight WMAs totaling 8,429 plots to be completed within 18 months of award. The combined acreage is approximately 16,428 acres. Deliverables include detailed inventory reports with saw timber and pulpwood summaries, stand and stock tables, statistical summaries, management summaries, raw data in Excel format, and ArcGIS-compatible geospatial data. The vendor bears responsibility for all mileage, travel costs, and travel time. Data collection must comply with specified standards including diameter breast height measurements, merchantable height documentation, and twice-weekly audit plot submissions during active project periods, with the Division conducting audits within two weeks of data delivery.
Award will be based on lowest overall total bid amount using unit price per plot; all-inclusive pricing is required for each WMA line item. Questions are due July 28, 2026, at 9 a.m. All bids must be submitted electronically through wvOASIS Vendor Self Service. Vendors must register with the West Virginia Purchasing Division prior to contract award, with a $125 registration fee if applicable. Payment is made upon completion of each individual WMA. The buyer is James H. Adkins at (304) 558-3397 or jamie.h.adkins@wv.gov.
