The solicitation seeks bids for timber cruise and inventory services involving field data collection at approximately 13,926 total permanent sample plots using a 10x10 chain grid system. Work must be performed by West Virginia Registered Professional Foresters, registered forest technicians, or foresters/technicians in training. Six WMAs (Summersville Lake, Stonewall Jackson Lake, R.D. Bailey Lake, Elk River, Burnsville Lake, and Beech Fork Lake) containing 6,343 plots must be completed within 12 months of award, while eight WMAs (Beury Mountain, Chief Cornstalk, Lewis Wetzel, Nathaniel Mountain, Panther, Plum Orchard, Sleepy Creek, and Wallback) containing 8,429 plots must be completed within 18 months of award. The question submission deadline is July 28, 2026 at 9 a.m. Eastern Time. All bids must be submitted electronically through wvOASIS Vendor Self Service, and vendors must register with the West Virginia Purchasing Division prior to contract award, paying a $125 registration fee if applicable.

The contract will be awarded to the vendor submitting the lowest overall total bid amount based on unit price per plot. Vendors must submit all-inclusive pricing for each WMA line item on the pricing page, with estimated plot quantities provided for bid evaluation purposes only. The vendor is responsible for all mileage, travel costs, and travel time associated with contract performance. Deliverables include detailed inventory reports with saw timber and pulpwood summaries, stand and stock tables, statistical summaries, management summaries, raw data in Excel format, and geospatial data compatible with ArcGIS products. Payment will be made upon completion of each individual WMA. The contract includes mandatory requirements for data collection standards, plot procedures, diameter breast height measurements, merchantable height documentation, and audit plot submissions twice weekly during active project periods, with the West Virginia Division of Natural Resources conducting audits within two weeks of data delivery.
