About this opportunity

The City of Newark, New Jersey is requesting proposals for third-party elevator inspection services under RFP 2026-14, with responses due at 2:00 pm on Tuesday, July 7, 2026 via electronic submission through the City's e-Procurement Portal. Questions are due June 25, 2026 at 12:00 pm. Only electronic proposals are accepted; submissions after the deadline will not be considered.

All inspectors must hold HHS Elevator licenses and receive approval from the City Construction Official and Director of Engineering, with all technical personnel certified in accordance with N.J.A.C. 5:23-5. The scope encompasses on-call elevator inspection services serving Newark's population of approximately 311,000 across 24 square miles, addressing an estimated 3,000 elevators and escalators requiring annual, biennial, five-year, and as-needed inspections in compliance with the New Jersey Uniform Construction Code. Bidders must demonstrate the ability to maintain minimum full-time staffing for Elevator Sub-Code Official and Inspector positions with no inspection backlog permitted and capacity to provide emergency inspections and additional inspectors within two business days. Bidders must maintain an office location with minimum 35-hour weekly staffing and submit comprehensive qualification statements including personnel lists with certifications, municipalities currently served, plan review arrangements, and detailed inspection response protocols. Failure to respond to required specification items constitutes a fatal flaw.

Pricing shall be structured as a percentage of elevator inspection fees per N.J.A.C. 5:23-12.1 plus an administrative fee and hourly rates for meetings and plan reviews. After-hours inspections and re-inspections will be billed with applicable fees; overtime related to the site will be billed to property owners. The contract initial term is three years with options for two additional one-year renewals, maximum five years. A bid guarantee of ten percent of total bid price (not exceeding $20,000) is required; the successful bidder must provide a Performance Bond equal to one hundred percent of contract value and maintain General Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 general aggregate.

Evaluation weighting: technical qualifications (35 percent), managerial qualifications and capabilities (35 percent), and cost (30 percent). Vendors must certify compliance with New Jersey law regarding prohibited activities in Russia and Belarus per the OFAC list.
