About this file

This is a specifications document and invitation to bid issued by the City of Newark, New Jersey, a Class 1 municipality, for third-party on-site inspection services focused on elevator inspections in accordance with the New Jersey Uniform Construction Code. The City seeks authorized agencies to provide on-call elevator inspectors under the guidance of the City Construction Code Official to serve Newark's population of approximately 311,000 across 24 square miles. The contract will have an initial term of three years from execution, with the option for the City to extend for up to two additional one-year renewal terms for a maximum total duration of five years. All inspectors must possess HHS Elevator licenses and receive approval from both the City Construction Official and Director of Engineering. RFP responses are due by 2:00 pm on Tuesday, July 7, 2026, and must be submitted electronically through the City's e-Procurement Portal (RFP 2026-14). The City has an estimated 3,000 elevators and escalators requiring annual, biennial, five-year, and as-needed inspections. Bidders must demonstrate the ability to maintain minimum full-time staffing for Elevator Sub-Code Official and Inspector positions with no inspection backlog permitted and capacity to provide emergency inspections and additional inspectors within two business days when workload demands warrant.

Pricing shall be structured as a percentage of elevator inspection fees in accordance with N.J.A.C. 5:23-12.1, plus an administrative fee allotted to Newark and an hourly rate for services not otherwise identified such as meetings and plan reviews. After-hours inspections and re-inspections will be billed with the percentage fee and City portion charged to the City, while overtime fees related to the site will be billed to property owners. The third-party agency will bill monthly with invoices specifying the filing period, amounts due, amounts paid, and remaining balances by permit number. The agency must carry General Liability insurance of at least $1,000,000 per person and per occurrence and shall not collect fees directly from property owners; all fees flow through the municipal construction official. Bidders must submit comprehensive qualification statements including agency information, personnel lists with certifications, municipalities currently served, office location with minimum 35-hour weekly staffing, plan review arrangements, inspection response time guarantees, emergency response protocols, and a detailed narrative addressing how the agency will meet Newark's estimated 3,000 elevator and escalator inspection requirements. Any failure to respond to required specification items constitutes a fatal flaw resulting in rejection.
