About this opportunity

The District of Columbia Office of Contracting and Procurement (OCP) on behalf of the District Department of Transportation (DDOT) has issued an Invitation for Bid (IFB) for a Thermoplastic Pavement Citywide Project. The procurement seeks multiple contractors to install, refurbish, upgrade, maintain, and replace existing pavement line markings throughout the District, including traffic paint, thermoplastic, preformed pavement tape, and colored markings. The contract will be an indefinite-delivery-indefinite-quantity (IDIQ) type with a base term of one year and four potential one-year option periods. Bid documents indicate that precise quantities and locations are currently unknown, requiring bidders to submit balanced individual bid items. The original bid opening date was initially set for June 22, 2021, but was subsequently extended to June 29, 2021, with subsequent amendments providing clarifications and addressing vendor questions. Key technical requirements include compliance with FHWA Buy America regulations, traffic control specifications, and specific product requirements for pavement markings.

The solicitation includes provisions for Disadvantaged Business Enterprise (DBE) participation, though specific set-aside percentages were not explicitly detailed in the available documents. Bonding requirements will be implemented on a per-task order basis rather than a blanket bond for the entire contract duration. Contractors will need to demonstrate capabilities in pavement marking installation, traffic control, and compliance with federal and local regulations. While specific award values were not disclosed, the IDIQ contract structure suggests multiple vendors may be selected to perform work across various District locations. The procurement includes standard government contract provisions related to equal employment opportunity and will require vendors to meet specific insurance and wage determination standards. Bidders will need to submit electronic proposals and demonstrate technical expertise in urban pavement marking and transportation infrastructure maintenance.
