About this file
This document is an amendment to the solicitation for the DCKA-2021-B-0053 Thermoplastic Pavement Citywide Project issued by the District of Columbia Office of Contracting and Procurement (OCP) on behalf of the District Department of Transportation (DDOT). The amendment extends the bid opening date from June 22, 2021 to June 29, 2021 and provides answers to various questions submitted by prospective offerors. The questions cover topics such as missing price schedule, wage determination, DBE utilization requirement, permits and traffic control requirements, and product substitutions. DDOT provides clarification on the applicable wage rates, traffic control requirements, and approved traffic paint products for the project.
The solicitation is for an indefinite-delivery-indefinite-quantity (IDIQ) contract with a one-year base term and four one-year option periods to install, refurbish, upgrade, maintain, and replace existing pavement line markings including traffic paint, thermoplastic, preformed pavement tape, and colored markings at various locations throughout the District. The quantities are estimates, and individual bid items must be balanced as the precise quantities and locations are unknown at this time.

1. QUESTION: Section K: Price Schedule Option Year 2 is missing-
ANSWER: PLEASE SEE DTAP FOR THE PRICE SCHEDULE
2. QUESTION: Wage Scale calls for Heavy and Highway and Sewer and Water Lines. Will this be used or should it be Paving and Incidental Grading.
ANSWER: There is a Paving and Incidental section of the Wage Determination that applies to this contract.
3. QUESTION: DBE Utilization Requirement is 37%. Seems excessive since the majority of DDOT contracts call for 12 to 15%. Will this requirement be reduced?
ANSWER: The amount has been lowered to 29%
4. QUESTION:
Requirements Paragraph F – Permits Work on this contract could include hundreds of locations monthly with numerous locations daily. Permits have never been required for this service contract in the past. It will be impossible to effectively schedule or accomplish work if required to obtain permits for each location. What will be required?
ANSWER: Since this is DDOT project, permits will not be required.
Paragraph N – Before and after Photographs The work on this contract involves multiple locations daily, primarily restriping existing worn intersections and lane markings. Will photographs of all locations be required?
ANSWER: Yes, Photos help us tell the story and also show the successful completion of work performed.
5. QUESTION
Sequence of Pavement Marking Operations
Paragraph C – Traffic Control Plans: Again, there will be numerous locations daily, many requiring no more than 1 or 2 hours to complete. Will traffic control plans be required for all locations?
ANSWER: During marking operations, the contractor is responsible for maintaining the traffic flow at the work zone area. Therefore, MOT/TCP is needed and required for the safety of all the road users.
Paragraph D – Detailed Schedule of Work Locations 14 Days in Advance of Striping. The majority of work to be performed on this contract will pose little or no impact on residents. Such a requirement will make scheduling nearly impossible.
ANSWER: DDOT recommend 2 weeks Ahead schedule to ensure effective and efficient planning of the work to be performed.
6. QUESTION: Is DDOT willing to consider approval of alternative/additional MMA supplier/material (StreetBond 220), considering the current (and potentially longer) supply chain problems faced by approved suppliers (e.g., Ennis). Submittals for StreetBond 250 attached for your convenience and consideration.
ANSWER: Please send the submittal to DDOT/Quantity Assurance and Quantity Control Division To:
Albert.Ladipoh@dc.gov. This will be considered under section C.6 of the solicitation as noted below:

If items called for by the Solicitation have been identified by a brand name description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that mailto:Albert.Ladipoh@dc.gov will be satisfactory. The District will consider alternate products to be equal if the Contract Administrator determines them to be equal in all material respects to the brand name products referenced in the Solicitation.
B. The Contractor must provide all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the District to (i) determine whether the product offered meets the requirements of the Contract.
In making the determination as to equality of a product the District will consider information furnished by the Contractor. The District may, but is not obligated to, also consider information reasonably available to the District.
7. QUESTION: Green and Red Solid Methyl Methacrylate for Bus and Bicycle Lanes:
Can Ruby Lake Epoxy Binder be substituted for the MMA products currently listed in price schedule. Information and product data sheets are attached. This product has been used on several dedicated bus lanes in the District.

12. QUESTION/COMMENT: C.1 Statement of Work #15: Remove the language from this section that refers to having MOT approval. The specific phrase to remove …“shall be approved prior to commencing any related work…” because this is an unrealistic given that the pavement marking work is a moving operation and therefore the chosen contractor needs to have the flexibility to provide MOT as needed for the conditions encountered at each location.
ANSWER: During marking operations, the contractor is responsible for maintaining traffic flow at the work zone area. Therefore, MOT/TCP is needed.
13. QUESTION/COMMENT: This request for modification (removal of text highlighted in RED) also applies to the specifications in Section J.12 TRAFFIC CONTROLS the Contractors shall coordinate with the CA a traffic control plan prior to starting any construction. The plan shall include, but not be limited to, the arrangement, size and location of such items as appropriate warning signs, traffic cones, and arrow panels. The Contractors shall be responsible for furnishing, installing, maintaining, and removing all required traffic control devices during working and non-working hours.
ANSWER: During marking operations, the contractor is responsible for maintaining traffic flow at the work zone area. Therefore, MOT/TCP is needed.
14. QUESTION/COMMENT: This request for modification (removal of text highlighted in RED) also applies to the specifications in Section J.12 PROJECT PROGRESS REPORTS The Contractors shall prepare all reports required by DDOT and deliver them to the CA and construction management staff within the time specified. These reports shall include but are not limited to project scope estimates, project schedule updates, project progress reports, daily work logs, all personnel and equipment on the project, and Traffic Control Plan. The Contractors shall submit all reports via email as requested by the District. This is considered an administrative activity and no additional payment will be made.
ANSWER: Project progress report is needed to ensure the successful progress of the work performed.
15. QUESTION/COMMENT: C.5 Contractor’s Responsibility for Work #B: Remove this section which appears to be referencing work that would be occurring on or to sidewalks and/or traffic islands and therefore should not be deemed the responsibility of pavement marking crews; work related to marking roadway surfaces does not impact drainage or foliage.
ANSWER: This section is part the District’s legal template and will remain.
16. QUESTION/COMMENT: Section J.12 UTILITY CONTRACTS – this section does not appear to be relevant to the pavement marking contract since the work under DCKA-2021-B-0053 does not involve any excavation or disturbance of utilities??
ANSWER: DDOT will remove.
17. QUESTION/COMMENT: Section I.12 Site Investigation – Construction AND L.3 Familiarization with Conditions #B Site Investigation - Construction (these two areas in the solicitation illicit same comment): Given that this contract covers work that, by statements made in B.1 Summary “markings as required at various locations throughout the District”, are at numerous and as yet unnamed locations, this entire section seems to hold the Contractor to a standard that is cannot adhere to and therefore cannot fairly “acknowledge”. It would be appropriate for DDOT to review the language and modify as necessary to itself acknowledge the difference of the Work being contracted from that of the nature and location of work, as if the Work were at a singular Construction Site.
ANSWER: The language will be reworded to read “This is Citywide pavement markings and marking locations shall be provided by the CA”
18. QUESTION: Please see attached the Insurance section of solicitation DCKA-2021-B-0053 and our comments and/or suggested edits to_ Section I.8 Insurance. ANSWER: Please see the changes below:

6. Commercial Umbrella or Excess Liability has been lowered from $5,000,000.00 to $2,000,000.00.
19. QUESTION ALERT: the DTAP procurement page shows inaccurate instructions for getting solicitation updates and submitting bids; discovered this after spending time downloading the software and then calling the support number to try to figure out how it works only to be told that DDOT does NOT use AASHTOWARE software for bidding (and that the information, see the page below, on the DTAP page is YEARS old).
ANSWER: The District NOT using AASHTOWare for this project. An excel spreadsheet with all option years was provided in the solicitation.
