About this opportunity
The City of Philadelphia Department of Human Services is requesting proposals to conduct forensic behavioral health evaluations for child welfare–involved individuals and families, with proposals due July 15, 2026, at 5:00 p.m. Philadelphia Time and a pre-proposal meeting on June 23, 2026, at 10:30 a.m.
The RFP is exclusive to non-government entities. Applicants must hold Pennsylvania licensure as psychologists or work under supervision of a licensed psychologist, demonstrate current knowledge of evidence-based practices consistent with American Psychological Association guidelines, and possess training in child and family development, psychopathology, trauma impact, and child abuse and neglect. Qualified applicants include individual clinicians, group practices, or agencies. Evaluators must conduct assessments in accessible locations or designated neutral sites and maintain HIPAA compliance.
Forensic evaluations address parental mental health diagnoses, disability considerations, parenting capacity, parent-child attachment, safety planning, and reunification readiness. Applicants must propose a tiered fee schedule reflecting professional qualifications and time required for different evaluation types.
The maximum contract value is $500,000 on a fixed-price basis with monthly invoicing and fee-for-service reimbursement. The contract term begins August 14, 2026, and ends August 13, 2027, with the City retaining the option to amend the contract to add up to four additional one-year terms. Applicants must comply with Philadelphia tax requirements, the 21st Century Minimum Wage and Benefits Standard, and political contribution disclosure requirements. Applicants awarded contracts totaling $300,000 or more in a fiscal year must obtain independent audits.
The City will evaluate proposals based on qualifications, experience, capacity, cost efficiency, and local business entity status. Local Business Entity or Local Impact certification under Mayoral Executive Order No. 04-12 is a positive evaluation factor. Questions are due June 29, 2026, at 5:00 p.m., with answers posted July 7, 2026. Applicant selection is anticipated for July 31, 2026.
