The contract term runs from August 14, 2026, through August 13, 2027, with City options to extend for up to four additional one-year terms.

The RFP is open to non-government entities, including individual clinicians, group practices, and agencies that maintain Pennsylvania licensure as psychologists or operate under supervision of licensed psychologists. Qualified applicants must demonstrate current knowledge of evidence-based practices aligned with American Psychological Association guidelines and possess training in child and family development, psychopathology, trauma impact, and child abuse and neglect. The maximum contract value is $500,000 on a fixed-price basis with monthly invoicing and fee-for-service reimbursement. Applicants must propose tiered fee schedules reflecting professional qualifications and time requirements for different evaluation types. The contract requires HIPAA compliance, adherence to Philadelphia tax requirements, and compliance with the 21st Century Minimum Wage and Benefits Standard. Applicants awarded contracts totaling $300,000 or more in a fiscal year must obtain independent audits.
