About this opportunity

The Philadelphia Department of Public Health's Division of Chronic Disease and Injury Prevention is requesting proposals for injury prevention initiatives supporting violence intervention and reduction, with proposals due November 16, 2026 at 5:00 p.m. through eContract Philly, and a pre-proposal meeting scheduled for October 28, 2026 at 12:00 p.m. via Microsoft Teams.

SBE and LBE certifications are encouraged and will be considered as positive evaluation factors; however, the Office of Economic Opportunity has determined that no mandatory participation ranges apply to this procurement. Respondents are required to exercise best and good faith efforts to include Small Business Enterprises and Local Business Entities in their proposals and must complete the SBE Information Form and Small and Local Business Plan submissions.

Acceptable proposals must align with either Hospital-based Violence Intervention Program (HVIP) Collaborative initiatives or Philadelphia Violence Reduction Council (VRC) support. Successful applicants must develop workplans by January 30, 2027, conduct activities through June 30, 2027, and submit final reports summarizing accomplishments and recommendations for continuation. Applicants must demonstrate financial capacity, relevant experience with similar projects, and provide at least three professional references. Compliance with the 21st Century Minimum Wage and Benefits Standard, tax clearance, commercial activity licensing, and political contribution disclosures is required.

The compensation structure is fixed-price with a maximum amount not to exceed $105,000 per project, with multiple awards anticipated. Payments occur on a reimbursement basis upon submission of signed monthly invoices with supporting documentation within 30 days after the month of service. The initial contract term runs January 1, 2027 through June 30, 2027; the City may extend for up to four additional one-year terms at its sole discretion. Any resulting contract requires Philadelphia City Council approval through ordinance. Questions are due October 29, 2026 at 5:00 p.m., with answers posted by November 2, 2026. Applicant interviews and presentations are scheduled November 19 through December 1, 2026, with applicant selection completed by December 1, 2026.
