Any contract resulting from this RFP requires Philadelphia City Council approval through a proposed ordinance subject to public notice and hearing before final execution. Applicants must demonstrate financial capacity, relevant experience with similar projects, and provide at least three professional references. The contract incorporates standard City terms and conditions found in the General Provisions (Appendix A) and requires compliance with HIPAA if applicable and the City's Small and Local Business Plan requirements.

2. THE OPPORTUNITY
2.1 Summary
Through this RFP, the Philadelphia Department of Public Health’s Injury Prevention Program is seeking proposals for initiatives that support strategic priority areas that aim to enhance the city's violence intervention and prevention ecosystem through: 1) implementation of local Hospital-based Violence Intervention Programs (HVIPs) and participation in the Philadelphia HVIP Collaborative, or
2) supporting the development of, or addressing recommendations emerging from, the Philadelphia Violence Reduction Council (VRC). These initiatives must support the program's goals of improving the provision of community services and addressing the social determinants of health to strengthen protective factors to reduce and prevent violent injury.
2.2 Background
Department of Public Health Division of Chronic Disease and Injury Prevention Overview The Philadelphia Department of Public Health protects and promotes the health of all Philadelphians and provides a safety net for people who are disproportionately impacted by societal factors that limit their access to healthcare and other resources necessary for optimal health. PDPH is organized in the following divisions, each of which is responsible for providing service to Philadelphia residents: Ambulatory Health Services; Air Management Services; Chronic Disease and Injury Prevention; Disease Control; Environmental Health Services; Facilities Management; Fiscal;
Health Commissioner’s Office; HIV Health; Human Resources; Information Technology;
Reproductive, Adolescent, and Child Health; Medical Examiner’s Office; Public Health Laboratory;
and Substance Use Prevention and Harm Reduction. We are proud to support a broad network of community, hospital, academic, and business partners throughout Philadelphia and the Delaware Valley. We work together to make Philadelphia a healthy place to live, work, and play.
Within the Department, the Division of Chronic Disease and Injury Prevention (CDIP) works to make healthy living easier for residents. We recognize that health is shaped by structural factors, including systemic racism and other social, economic, and political forces; thus, we work to change systems, policies, and environments to improve health, rather than focusing exclusively on health-promoting behaviors. Our goal is to reduce the burden of chronic disease (heart disease, stroke, asthma, etc.)
and injury (gun violence, traffic crashes, and heat-related) for Philadelphians across the life course.
Our work aims to promote community health. We work to cultivate safe, healthy, and livable communities in Philadelphia. We do this through program areas in nutrition and physical activity, tobacco control, health partnerships, and injury prevention, with cross-cutting initiatives in communications, health justice, community partnerships, research and evaluation, and policy. We take a people-centered, data-driven, health justice approach to programming and policy design. We seek solutions grounded in research and build evidence using both qualitative and quantitative data. This process drives policy and environmental changes to improve health for all people.
https://www.phila.gov/health
Our Injury Prevention Program is part of the Health Department's Division of Chronic Disease and Injury Prevention. We envision clean, green, joyful neighborhoods with communal spaces that elevate creative, community-led solutions to long-standing challenges, offer opportunities for youth leadership and intergenerational connection, and provide access to resources that help people feel safe, supported, and economically secure. We promote evidence-based public health approaches for violence reduction, including coalition-building, participatory research and evaluation, enhancing systems coordination, and best practices to support the diverse needs of Philadelphia’s residents and workforce most impacted by community violence.
Project Background
This is a call for proposals that support the Injury Prevention Program’s strategic priorities through:
1) implementation of local Hospital-based Violence Intervention Programs (HVIPs) and participation in the Philadelphia HVIP Collaborative, or 2) supporting the development of, or addressing recommendations emerging from, the Philadelphia Violence Reduction Council (VRC). These initiatives must support the program's goals of improving the provision of community services and addressing the social determinants of health to strengthen protective factors to reduce and prevent violent injury.
As such, acceptable proposals will be considered that align with one of the two following categories:
• Hospital-based Violence Intervention Program (HVIP) Collaborative
• Violence Reduction Council (VRC) Support
Problem Statement
Health disparities driven by different socioeconomic and educational opportunities and neighborhood environment are themselves attributable to historic disinvestment, racism, and discrimination. The public health approach encourages health-related projects and programming that address these issues through policy, systems, and environmental change. Such initiatives are needed to enhance the City’s violence intervention and prevention ecosystem and address emerging recommendations developed by the Philadelphia Violence Reduction Council.
