Applicants must demonstrate financial capacity, relevant experience with similar projects, provide at least three professional references, and comply with the 21st Century Minimum Wage and Benefits Standard, tax clearance requirements, commercial activity licensing, and political contribution disclosures. Any resulting contract requires Philadelphia City Council approval through ordinance. Questions must be submitted by October 29, 2026 at 5:00 p.m., with answers posted by November 2, 2026.
