About this opportunity

Dalton Public Schools is seeking a Construction Management at Risk (CM-At-Risk) firm to manage the Dalton Academy Metals Lab Modifications project located in Ware County, Georgia. The scope of work encompasses interior space modifications to create approximately 3,000 square feet of new metals lab and classroom space within an existing building, plus construction of an exterior covered work and material storage area with loading dock totaling 2,000 square feet. The CM/GC will be responsible for comprehensive preconstruction services, design phase support, trade package management, construction administration, and two-year warranty coordination under an open-book, actual cost-plus-fee structure not to exceed a Guaranteed Maximum Price (GMP), with all unused contingencies and allowances returning to the Owner. Qualified firms must have a safety Experience Modification Rate average below 1.20 over the past three years, bonding capacity for the full project cost, a current Builder's Risk Insurance Policy, a minimum of 10 years in business, and a fully staffed permanent office within 250 miles of the project site. The CM/GC fee shall range from 7% to 12% of the total cost of work, calculated only on trade packages and self-performed work excluding contingencies, allowances, and the CM fee itself. A mandatory pre-proposal meeting is scheduled for January 6, 2026, at 3:00 PM at the Dalton Public Schools Operations Building, 412 South Hamilton Street, Dalton, Georgia 30720, with sealed proposals due by 1:00 PM on January 13, 2026; firms not attending the mandatory meeting are ineligible to submit proposals. Interviews are tentatively scheduled for January 27, 2026, with contract award anticipated by January 12, 2026, and selection will be based on criteria defined in the Request for Proposals document.

The procurement documents provided do not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. No existing contractors or integration requirements with current infrastructure or technology systems are identified in the solicitation materials. The project construction budget ranges from $1,200,000 to $1,500,000, with funding provided through a combination of state and local sources. Interested parties may obtain proposal documents at no cost from Mrs. Teresa Moore at James W. Buckley & Associates by phone at (478) 237-6467 or email at tam@jwbuckley.com, with the project architect being James W. Buckley & Associates, Inc., and Gregory C. Smith serving as the project architect contact. Proposals may not be withdrawn for sixty (60) days following the opening date and time, and the owner reserves the right to reject any or all proposals and to waive technicalities and informalities. A $100 pre-construction fee is required if the GMP is not accepted, and this amount shall be incorporated into the final fee if the GMP is accepted.
