About this opportunity

The Oregon Department of Transportation is issuing an Invitation to Bid for removal and installation of overhead doors and operators at The Dalles Maintenance Station located at 3317 Bret Clodfelter Way, The Dalles, Oregon 97058. The procurement includes a base bid requiring removal and replacement of four existing overhead doors and operators at doors 3, 4, 5, and 6, along with four additive alternates that allow for expansion of work scope within available funding constraints. Add Alternate 1 covers removal and replacement of up to three 12-foot-wide overhead doors (doors 13, 12, and 11); Add Alternate 2 addresses up to two 14-foot-wide overhead doors (doors 7 and 8); Add Alternate 3 provides removal and replacement of up to three additional 12-foot-wide overhead doors (doors 14, 1, and 2); and Add Alternate 4 covers preparation and painting of existing overhead doors. Bidders must provide pricing on all base bid items and all four additive alternates, with contract award made to the lowest responsive bid combining base bid and alternate totals. The work requires installation of upward-acting steel sectional doors with electric trolley-type operators, safety systems including pneumatic actuated safety edges and photoelectric sensors, and three-button control stations, with a basis-of-design using Wayne-Dalton sectional doors featuring polyurethane insulation (R-value 17.50) and 120-volt single-phase electric operators with minimum 3/4 horsepower motors. All contractors must be licensed with the Oregon Construction Contractors Board prior to bid submission, comply with Oregon prevailing wage rate requirements for BOLI Region 9 (Wasco County), and be factory-authorized dealers located within seventy-five miles of the facility with minimum five years' experience in sectional door fabrication and installation. The bid submission deadline is April 2, 2026, with electronic opening immediately following closure; the project start date is upon Notice to Proceed, with substantial completion required by July 1, 2026, and final completion by August 3, 2026, with liquidated damages of $600.00 per calendar day for failure to meet substantial completion deadlines. Site access prior to bid closing will not be provided, no pre-bid conference will be held, and clarification requests must be submitted in writing through the normal project channels.

There are no set-aside designations or disadvantaged enterprise restrictions mentioned in the procurement documents. Bidders must submit bid security equal to 10% of the total bid amount and, upon award, must provide performance and payment bonds each equal to 100% of the contract price, proof of insurance meeting specified requirements, and a W-9 form within seven days of request. The project is subject to prevailing wage requirements with rates effective February 18, 2026, and all contractors and subcontractors must comply with Oregon and federal labor and employment laws, safety regulations, and non-discrimination requirements. The estimated project cost ranges from $100,000 to $250,000 for bonding purposes, with state funding anticipated. The contractor is responsible for all materials, equipment, labor, permit acquisition, and disposal of demolition materials, and must provide one-year installation warranties on all workmanship and equipment warranties as applicable. Prior to final completion, the contractor must submit as-built drawings, operations and maintenance documentation, equipment information, proof of full payment to subcontractors and suppliers, and certification that all claims and disputes have been resolved. Work shall be performed on weekdays between 6 a.m. and 6 p.m., excluding weekends and state holidays unless otherwise approved, and the contractor must contact the ODOT Project Manager, Jesse Powning (Jesse.powning@odot.oregon.gov or 541-554-4775), at least ten business days prior to commencing work to schedule the project.
