About this opportunity
The City of Austin is requesting bids for rental, delivery, maintenance, and service of portable toilets and showers on an annual, monthly, weekly, or daily basis under IFB 5000 ACA1012REBID, with bids due November 3, 2026 at 2:00 p.m. Central Time. The contract is funded in whole or in part by FEMA financial assistance and includes federal compliance requirements applicable to emergency response and disaster operations.
A 5% local-business discount applies to bids up to $500,000; a 3% discount applies to bids between $500,000 and $50 million. A 2–1% small-business discount is available if the prime contractor includes certified small business subcontractors. Participation in these preference programs is optional. All contractor employees directly assigned to the contract must be paid a minimum living wage of $22.05 per hour, with annual compliance verification required.
The scope includes chemical portable toilets, portable shower facilities, and wastewater holding tank services. Estimated annual quantities span six categories: ten standard and thirty ADA-compliant yearly unit rentals; approximately 1,057 monthly unit rentals of various configurations; approximately 210 weekly unit rentals; approximately 150 daily unit rentals; approximately 32 weekly portable shower rentals; and approximately 330 miscellaneous service events. All pricing must be all-inclusive with no separate charges for administrative costs, overhead, shipping, fuel surcharges, mileage, or stop fees. Offerors must provide all necessary tools, labor, and equipment to perform services in the Austin, Texas area.
The contract commences upon execution and continues until all obligations are performed, with the City retaining the right to extend at its sole discretion. Pricing is fixed with unit prices established in the contract; price adjustments may be requested on the contract anniversary without exceeding 25% per line item or the percentage change in the specified Bureau of Labor Statistics index for truck transportation. The City reserves the right to make a single award or multiple awards based on overall low cost or individual line items as deemed advantageous.
Contractors must provide a Certificate of Insurance prior to contract execution and within 14 calendar days of written request. Required coverage includes Commercial General Liability ($500,000 per occurrence), Business Automobile Liability ($500,000 combined single limit), Workers' Compensation with Employers' Liability ($100,000 per accident), and Environmental Impairment/Pollution Liability ($1,000,000 per claim). All policies must be written by companies authorized to do business in Texas with an A.M. Best rating of B+VII or better.
Questions are due October 22, 2026 at 3:00 p.m. CT. The procurement specialist is Amanda Adomavich. No pre-bid conference or mandatory site visit is scheduled. Quantities are estimates and not guaranteed; actual purchases may be more or less.
