About this file

This Solicitation Addendum No. 1, dated October 27, 2026, modifies IFB 5000 ACA1012REBID issued by the City of Austin Financial Services – Central Procurement for rental, delivery, maintenance, and service of portable toilets and shower facilities. The City of Austin requires portable toilet services across approximately 27 sites, averaging 2 units per site with some locations housing 4–12 units, requiring service 2–3 times weekly. Service needs vary between year-round installations and seasonal deployments for holiday weekends and special events. Estimated annual quantities include ten standard and thirty ADA-compliant yearly unit rentals, approximately 1,057 monthly unit rentals, approximately 210 weekly unit rentals, approximately 150 daily unit rentals, approximately 32 weekly portable shower rentals, and approximately 330 miscellaneous service events. The solicitation closing date is November 3, 2026 at 2:00 p.m. Central Time, with questions having been due October 22, 2026 at 3:00 p.m. CT. No pre-bid conference or mandatory site visit was scheduled. The contract commences upon execution and continues until all obligations are performed, with the City retaining the right to extend at its sole discretion.

The addendum clarifies that subcontractor experience qualifies toward experience requirements, that replacing restroom and shower trailers will not have separate line items despite bidder requests, and that tank service specifications require ADA units with approximately 90-gallon capacity (±5 gallons) and standard units with 60-gallon capacity (±5 gallons). The City declined to adopt Consumer Price Index (CPI-U) adjustments in lieu of the specified Producer Price Index (PPI) and rejected fixed annual percentage increases, maintaining the existing price adjustment methodology. All pricing must be all-inclusive with no separate charges for administrative costs, overhead, shipping, fuel surcharges, mileage, or stop fees. The contract is funded in whole or in part by FEMA financial assistance with applicable federal compliance requirements. Local-business discounts of 5% apply to bids up to $500,000 and 3% for bids between $500,000 and $50 million; a 2–1% small-business discount is available if the prime contractor includes certified small business subcontractors. All contractor employees directly assigned to the contract must receive a minimum living wage of $22.05 per hour, with annual compliance verification required. Price adjustments on the contract anniversary cannot exceed 25% per line item or the percentage change in the Bureau of Labor Statistics index for truck transportation. Bidders must acknowledge receipt of this addendum by returning one signed copy with their response prior to the solicitation closing date, with failure to do so potentially constituting grounds for rejection.
