About this opportunity
The City of Philadelphia, Water Revenue Bureau (via the Office of Innovation & Technology), is requesting proposals for business analyst consulting services to support implementation of the Basis2 billing system, with proposals due October 13, 2026 at 5:00 PM and a mandatory pre-proposal meeting on September 22, 2026 at 12:00 PM via Microsoft Teams. Although no specific SBE or LBE participation ranges are established for this project (noted as "No Goal - MC"), respondents must still exercise best and good faith efforts to include SBE and LBE participation and complete the required Solicitation & Participation Form.
The scope involves business analyst support with major concentration on technical assistance to bridge understanding between business and technology stakeholders, accelerate implementation, and achieve full functionality of essential billing processes. The work falls under NAICS 541511 (Custom Computer Programming Services). Applicants must demonstrate financial and technical qualifications including references from at least three comparable government projects, resumes of key personnel, and audited or unaudited financial statements. Proposals must be submitted on a fixed-price basis with costs detailed by labor category, hourly rates, and deliverables; time-and-materials and cost-plus arrangements are prohibited.
The initial contract term is twelve months (expiring February 29, 2028), with the City holding an option to extend with up to four additional successive one-year terms at its sole discretion. Project commencement is targeted for March 1, 2027. The City anticipates issuing a Notice of Intent to Contract on October 27, 2026.
Required insurance includes General Liability, Professional Liability, and Cyber Liability (each $1,000,000 per occurrence); Workers Compensation at statutory limits; and Automobile Liability ($1,000,000). Contractors must comply with Philadelphia tax obligations (Business Income and Receipts Tax and City Wage Tax) and equal benefits ordinance requirements for service contracts exceeding $250,000. The contractor must meet the City's Additional IT Standards, including WCAG 2.1 AA web accessibility, AES-256 encryption at rest, TLS 1.3 in transit, multi-factor authentication, annual SOC 2 Type II audits, and cyber insurance of minimum $2,000,000 per claim. Written questions are due September 29, 2026 at 5:00 PM. Local Business Entity certification is a positive evaluation factor under Mayor's Executive Order No. 04-12; applicants may pursue that designation as an optional qualification.
