About this opportunity
The Texas Military Department is requesting sealed bids on complete renovation of the Fire Department kitchen at the Texas Air National Guard's Ellington Field Joint Reserve Base in Houston, under IFB TMD26-ANG-0045499, with bids due August 28, 2026 and mandatory site visits on August 11 and August 14, 2026. Attendance at a minimum of one site visit is required for bid eligibility.
The scope encompasses demolition and replacement of cabinets, countertops, backsplash, sinks, faucets, plumbing fixtures, and electrical components to meet code compliance and safety standards. Work must be completed within 60 days of receipt. The pricing schedule covers eleven line items quantified as single jobs: demolition, installation of painted birch wood cabinetry with soft-close doors and full-extension drawer slides, fabrication and installation of 3 cm solid surface or quartz countertops, kitchen island removal and replacement, backsplash installation with trim and grout, two stainless steel undermount sinks with faucet assemblies, plumbing reconnection and testing, electrical receptacle and switch replacement, and inspections and closeout documentation. All proposed prices must include labor, supervision, project management, materials, equipment, permits, demolition, disposal, installation, testing, inspections, quality control, warranties, and incidental items necessary to deliver a complete, fully operational kitchen. Contractors must verify field dimensions prior to ordering materials and accommodate minor modifications for proper fit and installation. The kitchen is located at 14657 Sneider Street, Houston, Texas 77034.
The initial contract term is one year from the effective date of award; TMD retains an option to extend for up to three additional one-year periods at its sole discretion. The contract includes warranty obligations of five years for cabinets and countertops and one year for plumbing fixtures and workmanship. Contractors must respond to service calls within 24 hours during regular work hours and within six hours for emergency calls, with warranty calls requiring response within 48 hours and completion within 14 calendar days.
Bids must be submitted electronically to Procurement@military.texas.gov on a firm fixed-price basis using the Mandatory Pricing Schedule (Attachment G.9), with unit prices governing in case of extension errors. Contractors must demonstrate the ability to obtain workers' compensation at statutory limits, employer's liability ($1 million each), commercial general liability ($1 million each occurrence / $2 million aggregate), and umbrella/excess liability ($1 million per occurrence), with certificates required within five business days of award. Performance and payment bonds are required for contracts exceeding $25,000 and $100,000, respectively, with costs included in the base bid. Contractors must complete the Application for Texas Identification Number (Form AP-152) and the Direct Deposit Authorization Form. Award will be made to a single responsible respondent based on best value criteria in accordance with Texas Government Code 2156.007. All work products, deliverables, and documentation created under the agreement shall be considered work-made-for-hire and become the sole and exclusive property of TMD. TMD retains the right to terminate the contract for convenience with thirty days' written notice at no cost or penalty. The TMD Standard Terms and Conditions (Revision 8) apply and establish compliance requirements including affirmations regarding abortion provider prohibitions, antitrust compliance, Americans with Disabilities Act adherence, buy Texas preferences, cybersecurity training, E-Verify program participation, and prohibitions against boycotting energy companies or Israel.
