About this file

This document is an Applicable Codes and References guide for the Texas Air National Guard 147th Attack Wing located at Ellington Field Joint Reserve Base in Houston, Texas. The document establishes the comprehensive regulatory framework and technical standards that all contractors must adhere to when executing Air National Guard projects. The guide references over 75 applicable codes, standards, and manuals organized across multiple regulatory bodies and technical disciplines, including Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Air National Guard Engineering Technical Letters (ANGETL), and various industry standards. Contractors are responsible for compliance with all applicable regulations, and where conflicts exist between the Scope of Work and building codes, the most stringent requirement shall apply.

The document addresses standards across critical project disciplines including architecture, roofing, interior design, protective coatings, civil engineering, pavement design, HVAC systems, electrical systems, lighting, telecommunications, fire protection, antiterrorism, security engineering, aircraft maintenance facilities, sustainable design, and occupational safety. Key regulatory sources include the International Building Code (IBC), National Fire Protection Association (NFPA) standards, American Society for Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) specifications, Occupational Safety and Health Administration (OSHA) requirements, and various Department of Defense and Air Force technical manuals. The document specifies that detailed codes and standards can be accessed through the Whole Building Design Guide website maintained by the National Institute of Building Sciences, ensuring contractors have access to current editions of all referenced materials.
