About this opportunity
The City of Tucson Parks and Recreation Department is seeking a Tennis Management Professional to operate and manage three tennis centers: Reffkin, Fort Lowell, and Himmel. The procurement is structured as a Request for Proposal (RFP No. 226071) with individual proposals accepted for each tennis center. The primary objectives include maximizing facility utilization, generating full cost recovery, offering comprehensive tennis programs from beginner to tournament levels, and implementing youth outreach initiatives targeting at-risk populations. Key deliverables include managing pro shop functions, providing tennis lessons, organizing tournaments and leagues, operating concessions, and developing corporate partnerships. Evaluation criteria will focus on qualifications, experience, business plan/approach, and financial capacity. The solicitation was published on May 27, 2022, with proposals due on June 17, 2022, at 2:00 PM local Arizona time, and a pre-submittal meeting was scheduled for June 10, 2022, at 10:00 AM.
The contract includes provisions that may favor local and disadvantaged businesses, though specific set-aside designations are not explicitly detailed in the provided documents. The contract term is one year, with potential extensions for up to four additional one-year periods. Financial terms require minimum monthly lease payments ($750 for Reffkin, $250 for Fort Lowell, and $250 for Himmel) and a percentage of gross receipts to the City (minimum 4%). Contractors must maintain comprehensive insurance coverage, including commercial general liability, automobile liability, workers' compensation, and professional liability policies. While no incumbent vendors are mentioned, the City reserves the right to interview offerors and conduct additional investigations during the selection process. The contract includes requirements for capital improvement proposals for each tennis center, suggesting potential investment opportunities for the selected vendor. Though specific budget ranges are not provided, the financial structure indicates potential for revenue generation through program operations and facility management.
