About this opportunity
The City of Shreveport, Louisiana is requesting quotes for tennis court resurfacing at Highland Park and Bilberry Park under RFQ 26-518, with quotes due September 17, 2026 at 3:00 p.m. Quotes totaling $250,000 or more will not be accepted; if no quotes are received below that threshold, the project will be reissued as an Invitation for Bid.
The scope is acrylic play-surface resurfacing on existing courts with markings for both tennis and pickleball. Work must be completed within 90 consecutive calendar days from notice to proceed, which must occur within 10 days of contract award. The designer's estimate is $125,000. Quoters must submit lump-sum pricing inclusive of business licenses, permits, taxes, and fees.
When the total quote amount reaches $50,000 or more, a Louisiana State Contractors License classified as Limited Specialty Services is required. Performance and payment bonds are mandatory: a 100% performance bond when the contract exceeds $50,000 and a 50% payment bond plus a two-year 10% maintenance bond when the contract exceeds $25,000. The successful contractor will be named as a contractor-agent of the City for tax exemption purposes on eligible materials purchases.
Award will be made to the lowest responsive and responsible quoter based on quality and timeliness of previous work, financial capability, maintenance and operational costs, and substantial compliance with specifications. Liquidated damages are assessed at rates between $210–$400 per calendar day depending on contract amount. All work must comply with safety regulations, civil rights laws, and MUTCD standards.
A non-mandatory site visit is offered at Bilberry Park (1902 Alabama Ave.) and Highland Park (1700 Gilbert St.) prior to quote submission. Questions must be submitted in writing at least seven working days before quote opening.
