About this opportunity

The City of Alexandria, Virginia is requesting proposals for temporary staffing services under RFP 2022, with proposals due August 26, 2026 at 4:00 PM EST and vendor questions due August 5, 2026 at 5:00 PM EST. This is a Living Wage Contract subject to Alexandria City Code minimum wage requirements.

The scope encompasses recruitment, training, testing, and referral of temporary employees across executive, medical, financial, health, professional, non-professional, technical, administrative support, and skilled positions. The City historically utilizes approximately 175 to 200 temporary employees daily, though no minimum utilization is guaranteed. Temporary staff must be available for standard 8:00 AM to 5:00 PM Monday-through-Friday hours, with assignments potentially extending to evening, weekend, holiday, and twelve-hour shifts. The contractor bears all employment-related costs including benefits, payroll taxes, workers' compensation, and insurance; must conduct criminal background checks and drug testing at contractor expense; and must supply staff proficient in Microsoft Office 2010 Suite and appropriate English language competency. The contractor shall not charge placement or agency fees if the City subsequently hires a temporary employee directly.

The contract is awarded for an initial three-year term with six optional one-year renewal periods, for a maximum nine-year term. Historical annual expenditures for temporary staffing have averaged approximately $8.2 million; the City does not guarantee any specific expenditure level. Pricing adjustments during renewal periods are limited to the percentage change in the Consumer Price Index for All Urban Consumers (CPI-U) for the most recent twelve months and cannot exceed the original contract price adjusted by that percentage.

Evaluation is based on Corporate Experience and Capacity (55 points), Type and Variety of Personnel Offerings/Classifications (35 points), and Client References (10 points). The City may conduct discussions, request clarifications, and negotiate with qualified offerors. Technical proposals must not exceed 60 pages and include signed documentation, letter of transmittal with executive summary, corporate experience and capacity information, client references for similar work within the past three years, and key personnel qualifications and resumes. Proposals must be submitted electronically through the City's Procurement Portal in PDF format. The City reserves the right to make single or multiple awards, or no award, and may cancel the solicitation at any time prior to award.
