About this file

This is an evaluation and method of award document for a Request for Proposals issued by the City of Alexandria, Virginia, for temporary staffing services. The RFP will be evaluated using the competitive negotiation method in accordance with the Virginia Public Procurement Act. The City will utilize an evaluation committee to review proposals based on three evaluation criteria: Corporate Experience and Capacity (55 points), Type and Variety of Personnel Offerings/Classifications (35 points), and Client References for shortlisted candidates (10 points). Following initial evaluation, the City may conduct discussions and negotiations with offerors determined to be fully qualified and reasonably susceptible of selection for award. As part of the evaluation process, the City may request written or oral clarifications, conduct interviews or presentations, request revised proposals or best-and-final offers, or negotiate scope, approach, staffing, schedule, or pricing. A Notice of Award will be issued to successful offeror(s), and issuance does not authorize performance to begin until the contract is fully executed by the City and required authorizations are issued.

The City reserves the right to make a single award, multiple awards, partial awards, or no award; waive informalities or minor irregularities in proposals; request clarifications and conduct discussions or negotiations with one or more offerors; accept or reject any proposal in whole or in part; and cancel the solicitation at any time prior to contract award. Prior to award, the City will determine whether the apparent successful offeror is responsible in accordance with the solicitation requirements, the Virginia Public Procurement Act, and applicable City of Alexandria provisions.
