About this opportunity
Clifton T. Perkins Hospital Center, a Maryland Department of Health facility, is requesting bids on temporary dental services under a Small Business Reserve procurement, with bids due August 27, 2026 at 2:00 p.m. and a pre-bid conference held August 21, 2026. Award eligibility is restricted to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs.
The scope covers dentist and dental assistant staffing to provide coverage during vacations and absences of permanent dental personnel at this maximum-security psychiatric hospital with approximately 285 inpatients. Services include clinical examinations, diagnostic radiographs, preventive and restorative care, oral surgery, medication management, patient education, sterilization and instrument reprocessing, and coordination with hospital medical and psychiatric teams. The dental clinic operates Monday through Friday, 8:00 a.m. to 4:30 p.m., with two weeks' advance notification for regular scheduling and twenty-four hours' notice for urgent requirements.
Bidders must hold a current Maryland dental license, Maryland Controlled Dangerous Substance Registration, PDMP registration, and DEA registration. Dental assistants must possess Maryland State Board of Dental Examiners X-ray certification and one to three years of dental setting experience. Contractors must provide three professional references and complete background vetting to ensure no personnel with felony convictions or active justice system involvement.
The contract value is a not-to-exceed amount of $50,000 for a one-year term commencing on or about September 7, 2026, with no renewal options. Compensation is for productive hours only at all-inclusive hourly rates. The evaluation method is lowest bid, calculated by averaging combined hourly rates for dentist and dental assistant positions. Contractors must maintain Commercial General Liability insurance of $1 million per occurrence and $3 million annual aggregate, Crime Insurance with $1 million minimum per loss, and Worker's Compensation coverage of $1 million per occurrence, with the State of Maryland listed as additional insured on all policies except Worker's Compensation. Written questions were due August 24, 2026 at 12:00 p.m. A public bid opening is scheduled for August 28, 2026 at 9:00–9:30 a.m.
