About this file
This is an Addendum 1 to a procurement document issued by the Maryland Department of Health for Clifton T. Perkins Hospital Center, documenting the Pre-Bid Conference held on August 21, 2026. The procurement (BPM058246) seeks a certified small business vendor to provide temporary dental services, including licensed dentists and registered or certified dental assistants, to support intermittent psychiatric hospital operations when regular staff are unavailable due to vacation or absence. The contract duration is one year with potential option periods at the department's discretion. The pre-bid conference was attended by hospital procurement and clinical staff, along with prospective bidders and service providers. Bid submissions are due on August 27, 2026, at 2:00 PM, with an anticipated contract start date of September 2026, contingent upon credentialing and state controller approval.
Vendors must be certified small businesses at the time of award and meet specific licensing and credentialing requirements, including a Maryland dentistry license, Maryland Controlled Dangerous Substance Registration, PDMP registration, and DEA registration for controlled substance handling. Dental assistants must possess Maryland State Board of Dental Examiners X-ray certification and one to three years of dental setting experience. The contract is evaluated using a lowest-bid methodology, calculated by averaging the combined hourly rates of dentists and dental assistants. Vendors are responsible for employee background vetting, ensuring no personnel with felony convictions or active justice system involvement are employed, and must comply with Section 14 insurance requirements, Joint Commission accreditation standards, and strict security and infection control protocols. The prime contractor is held liable for all subcontractor performance and compliance issues. All required documentation, including contract affidavits, HIPAA documentation, and proof of licensure, must accompany bid submissions through the Emma system.

Dental Procurement Requirements Defined

Compliance and Facility Standards
Contractors must adhere to strict security, infection control, and accreditation protocols when operating within the psychiatric facility. Vendors are responsible for vetting employee backgrounds and ensuring full regulatory compliance.

Details
• Administrative Setup and Introductions: Victoria Bell-MDH initiated the meeting by identifying and removing a virtual note-taker from the call. Participants introduced themselves as follows: Victoria
Bell-MDH (Procurement Director, Clifton Perkins Hospital, MDH), Dr. Robert Wisner-Carlson-MDH
(Clinical Director, Perkins), Paula Bowling (Lifesavers Healthcare Services), Dr. Amstrong Njinguet
(Neighborhood Dentist), Shaketa Robinson (Lifesavers Healthcare Services), and Alberto Longos
(RFP Coordinator, RSMC). Victoria Bell-MDH instructed participants to reserve questions until the conclusion of the presentation.
• Procurement Overview and Contract Terms: The procurement is for temporary dental services at the hospital center (BPM058246) and is designated as a small business reserve procurement.
Vendors are required to be certified small businesses by the time of the award. The contract duration is for one year with no current options, though the department may request an option period at the end of the term.
• Vendor License and Certification Requirements: To submit a bid, vendors must meet minimum requirements, including a license to practice dentistry in the state of Maryland, a Maryland Control
Dangerous Substance Registration, a PDMP registration, and a DEA registration for prescribing, administering, or dispensing controlled substances. Evidence of these licenses and certifications must be submitted with the bid.
• Staffing and Scope of Work: The contract requires both a dentist and a registered or certified dental assistant (RDA/CDA). Dental assistants must provide a copy of their Maryland State Board of
Dental Examiners X-ray certification and demonstrate one to three years of experience in a dental setting. The scope of work covers clinical services, dental assistant tasks, patient rights, consent, coordination of care, and security/forensic environmental requirements.
• Facility Security and Orientation: The site is a psychiatric hospital with security ranging from minimum to maximum. Staff are not to be left alone in the medical clinic. Requirements include adherence to strict infection protection, safety, medication controls, and documentation protocols.
Prior to beginning work, contractors must attend orientation at the facility and meet Joint
Commission accreditation standards.
• Contract Schedule and Performance Expectations: Bids are due on the 27th. The anticipated contract start date is September, pending credentialing and state controller requirements. Dr.
Robert Wisner-Carlson-MDH confirmed that the medical clinic requires intermittent coverage for dentists and dental assistants. Victoria Bell-MDH emphasized that this is a supplemental, "not to exceed" contract rather than a replacement for full-time positions.
• Liability and Compliance: Vendors must adhere to Section 14 insurance requirements. Regarding security, vendors cannot employ individuals with a felony background or those currently involved in the justice system, and the vendor is responsible for vetting their own employees. Victoria Bell-
MDH will verify the tax status of vendors, as this is a mandatory requirement for the contract award.
• Bid Submission and Evaluation Process: Vendors must submit various documents, including the contract and proposal affidavits, and HIPAA documentation. For the bid form, vendors must provide an hourly rate. To determine the lowest bid, Victoria Bell-MDH will calculate the average of the dentist and dental assistant rates, taking the best of the combined averages.
• Q&A - Subcontractor Tax Compliance: Paula Bowling asked if dental subcontractors are required to produce personal tax documentation. Victoria Bell-MDH clarified that the prime contractor is responsible for their subcontractors and must ensure they are in good standing, as the prime contractor is the entity held liable for any performance or compliance issues caused by those subcontractors.
• Closing and Submission Logistics: Victoria Bell-MDH advised participants to reach out if they encounter issues with the Emma system, as there are ongoing financial system updates. The deadline for bid submission is Thursday, the 27th, at 2:00 PM.
